Amends the School Code. In scheduling teachers' institute days, requires that election and primary election days must be used before other days.

Creates the Residential Real Property Homestead Exemptions Disclosure Act. Requires the sellers of residential real property to disclose to the buyers of the property the amount of each homestead exemption that applies to the seller's ownership of the property. Sets forth the requirements and procedures for making the disclosure. Provides that a buyer may void the sales contract if the disclosure is defective. Provides that no action for a violation of the Act may be commenced more than one year after the date of the buyers occupancy or the date that the instrument of conveyance is recorded, whichever is less. Requires a copy of this Act must be included with each disclosure. Contains other provisions. Effective immediately.
Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
Creates a Task Force to study special education funding. Directs the task force to report its findings and recommendations to the Governor and the General Assembly by January 1, 2007. Provides that the task force shall be facilitated by the State Board of Education.
Amends the Illinois Underground Utility Facilities Damage Prevention Act. Defines "joint meet", "no show request", "incomplete request", and "re-mark request". Provides that, if an excavator elects to use a joint meet, the joint meet requires a minimum of 48 hours' advance notice. Provides that, after a joint meet, the owners or operators of underground utility facilities or CATS facilities must respond within 48 hours or by the date and time agreed to in writing at the joint meet, whichever is later. Requires every person who engages in nonemergency excavation and demolition to exercise due care at all times to protect underground utility facilities and CATS facilities. Sets forth procedures for proper notification through the State-Wide One-Call Notice System and upon arrival at the site of a proposed excavation, if an excavator observes clear evidence of the presence of an unmarked or incompletely marked utility or CATS facility in the area of the proposed excavation. Prohibits an excavator from excavating in the affected area when certain outside factors at the excavation site have caused the utility markings to become indistinguishable, until an additional notice is made through the State-Wide One-Call Notice System requesting that the area be re-marked by only those facility owners that are affected. Provides that the owner or operator of underground utility facilities or CATS facilities shall cause a written record to made of the notice made by a person engaged in excavation or demolition and shall mark the approximate location of facilities within 48 hours of receipt of the notice or by the requested date and time indicated on the notice, whichever is later (now, within 48 hours of receipt of the notice). Makes other changes. Effective immediately.
Amends the Illinois Highway Code. Provides that it is the public policy of the State that Department of Transportation projects must accommodate the needs of all highway users, including travelers on roadways by motor vehicle, foot, bicycle, or wheel chair. Provides that the Department shall provide periodic reports to the Governor and the General Assembly regarding the accommodation of these projects to the needs of bicyclists and pedestrians.
Amends the Southern Illinois University Management Act. Makes a technical change in a Section concerning creation of the Board of Trustees.
Creates the Truth in Tickets Act. Provides that, with each ticket sold, a ticket broker must provide to the buyer a written statement setting forth and explaining all of the fees imposed by the ticket broker on the sale of the ticket. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a violation of the Truth in Tickets Act is a violation of the Consumer Fraud and Deceptive Business Practices Act.
Amends the School Code. Changes the residency requirements for pupils of a school district. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes a technical change concerning the Act's purpose.
