Creates the Labor Organization Dues Non-remittance Act. Provides that if dues, fair share payments, or other amounts are deducted by an employer from the earnings of an employee for remittance to a labor organization and the employer fails to either remit those amounts to the employee organization or return those amounts to the employee, the labor organization must deem those amounts to have been paid by the employee to the labor organization and may not take any action to recover those amounts from the employee or take any action against the employee for non-payment of those amounts. Provides that a labor organization is entitled to require an employee to submit pay stubs or other documentation indicating that the amounts were deducted from the earnings of the employee. Provides that nothing in this Act shall be construed to impair any obligation under any contract in force on the effective date of the Act. Provides for investigations and enforcement by the Department of Labor, penalties, review, rules, and construction of the Act. Effective immediately.

Amends the State Universities Article of the Illinois Pension Code. Provides that provisions concerning the employer's contribution for earnings increases in excess of 6% do not apply to earnings increases as a result of movement to a position of authority over others within the department or university. Amends the Downstate Teacher Article of the Illinois Pension Code. Provides that provisions concerning the employer's contribution for salary increases in excess of 6% do not apply to salary increases as a result of movement to a position of authority over others within the department, school, or district. Effective immediately.
Amends the Counties Code. Changes the list of groups that are responsible for the coordination of watershed planning councils to include the Southwest Conference of Mayors. Effective immediately.
Amends the State Officials and Employees Ethics Act. Creates the Higher Education Inspector General, appointed by the Illinois Board of Higher Education, for the public institutions of higher education (now, under the Executive Inspector General appointed by the Governor).
Amends the University of Illinois Act. Makes a technical change in a Section concerning the University's president.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning establishment of the Illinois Student Assistance Commission.
Amends the Energy Assistance Act. Provides that no later than August 1 of each year, the Director of Revenue shall calculate the total amount of tax paid pursuant to the Gas Revenue Tax Act by persons eligible to receive assistance from the Low Income Home Energy Assistance Program during the 12-month period ending the previous June 30 and the total amount of Energy Assistance Charges paid by such persons during that same period. Provides that no later than September 1 of each year, the Director of Revenue shall cause an amount equal to the amount calculated under the foregoing provision in that year to be transferred from GRF to the Supplemental Low-Income Energy Assistance Fund.
Creates the Tattoo and Body Piercing Establishment Registration Act. Provides for the registration of tattoo and body piercing establishments by the Department of Public Health to ensure the health, safety, and welfare of the public, including the provision of a safe and adequate blood supply. Sets forth provisions concerning registration, operating requirements, duties of the Department, and administrative procedures. Amends the State Finance Act to create the Tattoo and Body Piercing Establishment Registration Fund.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the University of Illinois Act. Makes a technical change in a Section concerning the Board of Trustees.
