Amends the Election Code. Requires each candidate for an executive constitutional office to file with the State Board of Elections, not later than 90 days before the general election at which he or she is seeking election or retention, a copy of his or her State and federal tax returns for the 5 taxable years immediately preceding the date of that election. Requires the Board to make the disclosed returns available to the public for inspection and copying. Authorizes the Board, at the direction of the candidate, to redact personal identifying information. Prohibits the name of any candidate for an executive constitutional office who has not made all of these required disclosures from appearing upon the ballot for the general election for which he or she failed to make those disclosures. Defines "Board" and "candidate for an executive constitutional office".

Amends the Criminal Code of 1961. Creates the offense of false personation of a peace officer while serving process. Provides that a person commits the offense when he or she, not being a peace officer, knowingly wears a coat, hat, or other clothing while serving process that reasonably creates the impression that the person is a peace officer. Amends the Code of Civil Procedure. With respect to the requirement that a person who is a licensed or registered private detective or a registered employee of a private detective agency must supply the sheriff of any county in which the person serves process with a copy of the person's license or certificate, deletes language providing that the failure of a person to supply a copy of the license or certificate to the sheriff does not impair the validity of process served by the person. In a provision that allows a court to appoint a certified private detective agency as a special process server, deletes language allowing any employee of the private detective agency to serve the process under the appointment.
Amends the Consumer Fraud and Deceptive Business Practices Act. Requires distributors of yellow pages phone books to establish and maintain opt-out registries to provide a mechanism for residents and businesses to register and indicate that they do not wish to receive yellow pages phone book deliveries. Provides that a violation constitutes an unlawful practice. Authorizes the Attorney General to promulgate reasonable and necessary rules.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning criminal sexual assault.
Amends the Illinois Public Labor Relations Act. Includes manning levels in the terms and conditions of employment subject to collective bargaining and, with respect to peace officers, within the scope of arbitration decisions.
Amends the State Fire Marshal Act. Makes a technical change in a Section concerning the creation of the Office of the State Fire Marshal.
Honors Rep. Charles W. "Chuck" Krezwick on his service in the General Assembly.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning an offender's interest in property obtained in the name of another person.
Amends the Public Community College Act. Provides that the provisions of a Section requiring the award of a contract to the lowest responsible bidder do not prevent a community college from complying with the terms and conditions of a grant, gift, or bequest that calls for the procurement of a particular good or service or the use of a particular contractor, provided that the grant, gift, or bequest provides all funding for the contract. Effective immediately.
Amends the Electronic Criminal Surveillance Article of the Code of Criminal Procedure of 1963. Includes in the definition of "electronic criminal surveillance officer" an individual operating under contract with a law enforcement agency who is acting under the supervision of an investigative or law enforcement officer authorized to conduct the interception. Provides that the State's Attorney, or a person designated in writing or by law to act for him or her and to perform his or her duties during his or her absence or disability, may authorize, in writing, an ex parte application to the chief judge of a court of competent jurisdiction for an order authorizing the interception of a private communication when no party has consented to the interception and the interception may provide evidence of, or may assist in the apprehension of a person who has committed, is committing or is about to commit the offense of knowingly manufacturing or delivering cannabis, possessing cannabis with intent to deliver or manufacture cannabis or the offense of cannabis trafficking. Effective immediately.
