Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "offense" for the purpose of inchoate offenses.

Amends the Sex Offender Registration Act. Provides that a sex offender who is required to register under the Act must include in his or her registration all public or private Wi-Fi networks, Internet-based data storage services, and mobile devices capable of storing data used by him or her. Provides that a person who is required to register under the Act who uses for an unlawful purpose a public or private Wi-Fi network, Internet-based data storage service, or mobile device capable of storing data is guilty of a Class 3 felony.
Creates the Handgun Dealer Licensing Act. Provides for the regulation of handgun dealers through licensure by the Department of State Police. Provides that no person may sell or otherwise transfer, expose for sale or transfer, or have in his or her possession with the intent to sell or transfer any concealable firearm without being licensed under the Act. Provides, however, that the prohibition does not apply to a person who makes occasional sales, exchanges, or purchases of concealable firearms for the enhancement of a personal collection or as a hobby, or who sells all or part of his or her personal collection of firearms. Sets forth provisions concerning application, fees, duration of licensure, license retention requirements, submissions to the Department, penalties, revocation, and suspension. Grants rulemaking authority to the Department and provides that for the purpose of determining compliance with the Act, the Act may be enforced by any municipality in which a licensee is located or, if a licensee is not located in a municipality, by the county in which a licensee is located. Effective immediately.
Amends the Code of Criminal Procedure of 1963 relating to defendants found unfit to stand trial. Provides that 10 days is the maximum time the defendant may remain in jail until a determination is made of the defendant's appropriate placement. Provides that if the appropriate placement has not been determined in the 10 day period, the sheriff shall transport the defendant to the closest mental health facility and that mental health facility shall accept the placement of the defendant. Effective immediately.
Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Aeronautics Act. Makes a technical change in a definitions Section.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.
