Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation may make low-interest loans from the Working Capital Revolving Loan Fund to disadvantaged business enterprises. Establishes a loan selection committee to review applications and select eligible businesses. Provides that the Department may set eligibility requirements for loans by administrative rule. Provides limitations on the use of loan funds. Provides that loans may be made with interest. Limits the number of loans a business may receive. Provides that the Department shall give annual reports to the Governor and the General Assembly on the program. Provides that the Department's authority to issue loans expires on June 1, 2018. Amends the State Finance Act. Establishes the Working Capital Revolving Loan Fund. Provides for transfers not to exceed $3,000,000 a year, for a period of 5 years, from the Road Fund to the Working Capital Revolving Loan Fund as requested by the Secretary of Transportation. Provides that no transfer will occur if the available balance in the Working Capital Revolving Loan Fund is equal to or greater than $6,000,000. Effective July 1, 2013.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Deletes certain types of information concerning the prostate and testicular cancer program that are required to be included in the Department of Public Health's annual report. Repeals a provision concerning the Stroke Task Force.
Amends the Probation and Probation Officers Act. Provides that in a county with a population exceeding 2,000,000, the Redeploy Illinois Oversight Board may authorize the Department of Human Services to enter into an agreement with that county to reduce the number of commitments by the same percentage as is required by this Section of other counties, and with all of the same requirements of the Act, including reporting and evaluation, except that the agreement may encompass a clearly identifiable geographical subdivision of that county. Provides that the geographical subdivision may include, but is not limited to, a police district or group of police districts, a geographical area making up a court calendar or group of court calendars, a municipal district or group of municipal districts, or a municipality or group of municipalities.
Amends the Department of Juvenile Justice Mortality Review Team Act. Provides that each mortality review team shall consist of at least one member who is a representative of a bar association, law school, or legal academic organization.
Urges Congress to pass a bill establishing the historic community of Pullman as a National Historical Park or, alternatively, calls upon President Barack Obama to exercise his authority by executive order to designate Pullman as a National Monument.
Mourns the death of James B. Blanton III of Chicago.
Amends the Minimum Wage Law. Provides that no certified nursing assistant shall be required to work mandated overtime except in cases of an unforeseen emergent circumstance when such overtime is required only as a last resort, and only 4 additional hours in such cases. Provides that when a certified nursing assistant is mandated to work up to 12 consecutive hours, the certified nursing assistant must be allowed at least 8 consecutive hours of off-duty time immediately following the completion of such a shift. Provides that no employer shall discipline, discharge, or take any other adverse action against a certified nursing assistant solely because the certified nursing assistant refused to work mandated overtime as prohibited.
Amends the Illinois Dental Practice Act. Makes a technical change in a Section concerning social security numbers on license applications.
Amends the Illinois Gas Pipeline Safety Act. Makes a technical change in the short title Section.
Amends the School Code. Makes a technical change in a Section concerning the Common School Fund.
