Amends the Video Gaming Act to provide that a video gaming terminal is a machine that can operate by insertion of an electronic voucher as well as cash. Defines "electronic voucher". Effective immediately.

Amends the Liquor Control Act of 1934. Provides that manufacturers shall pay a fee of $250 when registering agents, representatives, or persons acting on behalf of a manufacturer. Provides that manufacturers shall send a list of their registered agents to any distributor or importing distributor to which the manufacturer has granted the right to sell at wholesale. Changes the punishment for knowingly misstating any material fact under oath in an application from a Class B misdemeanor to a business offense.
Amends the Illinois Vehicle Code. Adds a provision allowing the Secretary of State to certify individuals as motorcycle road guards. Provides that motorcycle road guards are empowered to stop and direct traffic for the purpose of protecting and facilitating a motorcycle group ride. Provides minimum qualifications for certification as a motorcycle road guard. Empowers the Secretary of State to adopt rules for the implementation and enforcement of the new provisions. Amends the provision on obedience to traffic control officers to include motorcycle road guards as an authority that vehicular traffic must obey. Effective July 1, 2013.
Amends the Illinois Vehicle Code. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that a 3-axle combination sewer cleaning jetting vacuum truck registered as a Special Hauling Vehicle, used exclusively for the transportation of non-hazardous solid waste, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that both of these vehicles are not subject to the bridge formula. Removes provisions limiting to vehicles manufactured before or in the model year of 2014 and first registered in Illinois before January 1, 2015 the applicability of weight limit exceptions for certain 4-axle special hauling vehicles. Effective immediately.
Amends the Communicable Disease Prevention Act. Makes changes to the provision concerning children of school age who are reported as having been diagnosed as having AIDS or HIV. Provides that the information contained in the notification to be required of the Department of Public Health with regard to a child enrolled in a public school in kindergarten through fifth grade who is diagnosed as being infected with HIV must not be recorded in the child's permanent record. Provides that if the information is in the child's permanent school record, the information must be purged from the child's record before the child enters the sixth grade. Provides that if the child is enrolled in a public school, the principal shall disclose (instead of disclose the identity of the child) to the superintendent of the school district in which the child resides and specifies that the disclosure shall be that a child has been infected with HIV. Provides that all provisions of the AIDS Confidentiality Act shall apply, including penalties for violation of that Act.
Amends the Counties Code. Allows the county board to impose an additional fee of $10 to $30 on convictions and grants of supervision for felonies, misdemeanors, petty offenses, and business offenses, to be used to support Court Appointed Special Advocate services. Effective immediately.
Amends the Juvenile Court Act of 1987. Provides that the Act is not intended to encompass any matters that are within the scope of or determinable under the administrative and appeal process established by rules of the Department of Children and Family Services, nor is it intended to preclude, preempt or restrict the authority of the Department of Children and Family Services with regard to placement of minors for whom Department of Children and Family Services has legal responsibilities. Provides that any previously appointed foster parent or relative caregiver who has a pending administrative appeal concerning a removal of the minor from his or her care, or who has prevailed in the appeal, has the right to be heard and shall be given adequate notice at all stages of any hearing or proceeding under the Act that involves either removal of a minor from his or her care or return of a minor to his or her care. Effective immediately.
Amends the Criminal Identification Act, the Criminal Code of 2012, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Protection Act, and the Unified Code of Corrections. Creates Second Chance Probation. Provides that whenever any person who has not previously been convicted of, or placed on probation or conditional discharge for, any felony offense under the laws of this State, the laws of any other state, or the laws of the United States, including probation under Section 410 of the Illinois Controlled Substances Act, Section 70 of the Methamphetamine Control and Community Protection Act, Section 10 of the Cannabis Control Act, subsection (c) of Section 11-14 of the Criminal Code of 2012, Treatment Alternatives for Criminal Justice Clients (TASC) under Article 40 of the Alcoholism and Other Drug Abuse and Dependency Act, or prior successful completion of the Offender Initiative Program under Section 5-6-3.3 of this Code, and pleads guilty to, or is found guilty of, a probationable felony offense of possession of a controlled substance that is punishable as a Class 4 felony; possession of methamphetamine that is punishable as a Class 4 felony; theft that is punishable as a Class 3 felony based on the value of the property or punishable as a Class 4 felony if the theft was committed in a school or place of worship or if the theft was of governmental property; retail theft that is punishable as a Class 3 felony based on the value of the property; criminal damage to property that is punishable as a Class 4 felony; criminal damage to government supported property that is punishable as a Class 4 felony; deceptive practices; forgery; possession of cannabis which is punishable as a Class 4 felony; or possession or use of another's credit or debit card, the court, with the consent of the defendant, may, without entering a judgment, sentence the defendant to probation. Establishes the terms and conditions of the probation. Provides that upon fulfillment of the terms and conditions of probation, the court shall discharge the person and dismiss the proceedings against the person. Provides that upon violation of a term or condition of probation, the court may enter a judgment on its original finding of guilt and proceed as otherwise provided by law.
Amends the Criminal Identification Act. Allows a person to petition the court and the court to order the sealing of: (1) Class 2 felony conviction records for burglary, delivery of a controlled substance, and possession of a stolen motor vehicle; (2) Class 3 felony conviction records for theft, retail theft, deceptive practices, and forgery; and (3) Class 4 felony conviction records for possession of cannabis, possession of a controlled substance, violation of the Methamphetamine Precursor Control Act, violation of the Steroid Control Act, prostitution, theft, retail theft, deceptive practices, forgery, and possession of burglary tools (rather than only Class 4 felony convictions for possession of cannabis, possession of a controlled substance, Methamphetamine Precursor Control Act, Steroid Control Act, and prostitution). The sealing is allowed 4 years after termination of the person's last sentence. Requires a person petitioning to seal a drug offense to pass a drug test within the 30 days preceding the filing of the petition to seal.
Creates the Compassionate Use of Medical Cannabis Pilot Program Act. Contains only a short title provision.
