DCFS-EDUCATION SCHOLARSHIPS

Amends the Children and Family Services Act. In provisions concerning scholarships and fee waivers, provides that each year the Department of Children and Family Services shall select a minimum of 53 students (at least 4 of whom shall be children of veterans) to receive scholarships and fee waivers which will enable them to attend and complete their post-secondary education at a community college, university, or college (rather than may select from among the youth under care, youth who aged out of care at age 18 or older, or youth formerly under care who have been adopted or are in a guardianship placement, a maximum of 48 students (at least 4 of whom shall be children of veterans) who have earned a high school diploma from a public school district or a recognized nonpublic school or a certificate of general education development (GED), or who have met the State criteria for high school graduation). Provides that youth shall be selected from among the youth for whom the Department has court-ordered legal responsibility, youth in the KinGap program, youth who aged out of care at age 18 or older, or youth formerly under care who have been adopted; and that recipients must have earned a high school diploma from an accredited institution, a General Education Development certificate or diploma, or have met the State criteria for high school graduation before the start of the school year for which they are applying for the scholarship and waiver. Provides that scholarships and fee waivers shall be available to students for at least 5 years, provided they are continuing to work toward graduation; and that unused scholarship dollars and fee waivers shall be reallocated to new recipients. Contains provisions concerning the selection committee and Department reports on measures of success.

UNDESIGNATED EPI AUTO-INJECTOR

Amends the School Code. Provides for the administration of undesignated epinephrine auto-injectors by a pupil, school nurse, and trained personnel. Limits liability for the administration of undesignated epinephrine auto-injectors by a school nurse or trained personnel. Requires a school to permit the self-administration and self-carry of asthma medication by a pupil with asthma. Provides that prior to the administration of an undesignated epinephrine auto-injector, trained personnel must submit to his or her school's administration proof of completion of a training curriculum to recognize and respond to anaphylaxis. Requires training to be completed annually and sets forth training curriculum guidelines. Provides that within 3 days of the administration of epinephrine by a school nurse, trained personnel, or a student at a school or school-sponsored activity, the school must report to the Board certain information, which the Board will then use in its report to the General Assembly identifying the frequency and circumstances of epinephrine administration during the preceding academic year. Effective August 1, 2014.

REHAB/REVITALIZ TAX CREDIT ACT

Amends the Service Use Tax Act. Makes a technical change concerning stating the tax as a distinct item.

EMPLOYEE BACKGROUND CHECK

Creates the Best Candidate for the Job Act. Provides that an employer may not inquire into or require disclosure of a job applicant's criminal record or criminal history before the candidate has been notified that the candidate has been selected for a job interview or has been offered a conditional offer of employment. Requires consideration of the nature and gravity of a candidate's conviction record, the time elapsed since the conviction, and whether the conviction has a direct bearing on the candidate's fitness before excluding a candidate. Authorizes civil remedies. Provides that the Department of Labor may impose penalties for violations. Effective January 1, 2015.

SCH CD-EMPLOYEE-FITNESS-GROWTH

Amends the Employment of Teachers Article of the School Code. Makes changes to a Section concerning physical fitness and professional growth. Defines "employee". Removes a requirement that new employees provide evidence of freedom from tuberculosis. Provides instead that a new or existing employee may be subject to additional health examinations, including screening for tuberculosis, as required by rules adopted by the Department of Public Health or by order of a local public health official. Provides that school boards may require employees (instead of teachers in their employ) to furnish evidence of continued professional growth. Effective immediately.

LEAD POISONING PREVENTION-DPH

Amends the Lead Poisoning Prevention Act. Adds to the definitions and makes changes to current definitions. Replaces references of "residential buildings" and "dwelling units" with those of "regulated facilities". Requires certain health care providers to report to the Department of Health when the provider has verified information of the existence of a blood lead test result for any child or pregnant person and prohibits the Department from disclosing information concerning any person with a blood lead level in excess of the permissible limits. Authorizes the Department to issue an order requiring that action be taken as the Department may deem necessary whenever it finds that a situation exists that requires immediate action to protect the public health. Prohibits persons from acting as lead abatement contractors, supervisors, and workers unless licensed accordingly by the Department in accordance with the Act. Sets forth criminal sanctions and civil penalties for violations of the Act. Sets forth provisions concerning hearings. Deletes provisions concerning multiple mitigation notices, financial assistance for mitigation, administrative action, and violations of the Act. Makes other changes.
