FORECLOSE-HOMEOWNER PROTECTON

Amends the Mortgage Foreclosure Article of the Code of Civil Procedure. Provides that specified procedures and counseling requirements that are described as providing homeowner protection in the foreclosure process are repealed 3 years after the effective date of the amendatory Act (instead of April 6, 2011). Effective immediately.

VEH CD-STOP FOR PEDESTRIAN

Amends the Illinois Vehicle Code. Provides that where traffic signals are not in place, vehicles must stop and yield to a pedestrian in a crosswalk rather than yielding the right-of-way by slowing down or stopping if need be. Provides that on a school day when children are present and so close that a potential hazard exists because of the close proximity of the motorized traffic and when traffic signals are not in place or in operation, vehicles must stop and yield to a pedestrian in a crosswalk rather than yielding the right-of-way by slowing down or stopping if need be to so yield. Effective immediately.

STATE BANKING BOARD-VARIOUS

Amends various Acts to provide that references to the Commissioner of Banks and Real Estate now refer to the Secretary of Financial and Professional Regulation and that references to the Office of Banks and Real Estate are now references to the Division of Banking of the Department of Financial and Professional Regulation. Amends the Illinois Bank Examiners' Education Foundation Act. Provides that the purpose of the Illinois Bank Examiners' Education Foundation is to further continuing education for employees of the Division. Provides that references to "Board" in the Act refer to the State Banking Board of Illinois and that the Foundation shall be governed by the State Banking Board of Illinois (instead of the Board of Trustees). Changes provisions concerning liability. Amends the Illinois Banking Act. Changes provisions concerning the powers of the Secretary. Changes provisions concerning the membership composition and terms of office of members of the State Banking Board of Illinois. Changes provisions concerning the powers of the Board, including powers related to fund transfers, investment of funds, and continuing education programs. Amends the Illinois Bank Holding Company Act of 1957. Provides that the specified powers apply to the Secretary (instead of the Commissioner). In provisions concerning removal orders, deletes language referring to certain procedures in front of the Board. Amends the Corporate Fiduciary Act. Provides that provisions concerning removal orders apply to the Secretary (instead of the Commissioner). FOOD STAMPS-FARMERS MARKET

Creates the Farmers' Market Technology Improvement Program Act. Provides that out of funds appropriated to the Department of Human Services for the LINK program, the Department, in cooperation with the Illinois Department of Agriculture, shall use whatever monies are necessary to implement the Farmers' Market Technology Improvement Program to assist nontraditional fresh food markets, such as farmers' markets, Green Carts, market boxes, farm stands and mobile farm stands, produce stands, and other open-air markets, to develop the capability to accept wireless electronic payment cards, including electronic benefits transfer cards or LINK cards, and maintain the equipment usage. Provides that the purpose of the program is to increase access to fresh fruits and vegetables and other LINK eligible food products, including quality meat and dairy, for all Illinois residents by allowing LINK program participants to redeem their SNAP benefits at nontraditional fresh food markets. Requires grant funding to be used for one or more specified purposes including the purchase or rental of wireless point of sale terminals capable of processing SNAP benefits disbursed under the LINK program. Effective July 1, 2010.

SCH CD-PRGRM FUND-REMOVE TIME

Amends the School Code. Deletes language providing that before July 1, 2006 and after June 30, 2010, the State Board of Education shall provide the primary source of funding through appropriations for the grants for preschool educational program and the funds shall be distributed for the benefit of children who because of their home and community environment are subject to such language, cultural, economic and like disadvantages that they have been determined as a result of screening procedures to be at risk of academic failure. Deletes language that provides that screening procedures shall be based on criteria established by the State Board of Education. Removes the date restrictions of July 1, 2006 through June 30, 2010 on the requirement that the State Board of Education shall provide the primary source of funding through appropriations for the program. Effective immediately.

ADOPT REGISTRY-INFO-NO SUNSET

Amends the Adoption Act. In provisions requiring the Department of Public Health to inform the public of the Illinois Adoption Registry and Medical Information Exchange through notices enclosed with driver's license renewal applications, deletes language providing that the notices are required only until December 31, 2010. Effective immediately.
