Appropriates $162,150,000 from the General Revenue Fund to the Department of Human Services for certain purposes, including: the Adult and Children's Home-Based Support Services Program and CILAs; individuals on the PUNS database; community services infrastructure; a $1.00 per hour wage increase for direct care staff serving individuals with developmental disabilities; Mobile Crisis and Assessment Teams for Individuals with Developmental Disabilities; nursing services in CILAs; a rate adjustment for behavioral health crisis and intervention services in CILAs; and Quality Management Training and Implementation. Effective July 1, 2009.

Creates the Green Jobs Training Fund Act. Creates the Green Jobs Training Fund as a special fund in the State Treasury. Provides that the purpose of the Fund shall be to support the development and implementation of worker skills training and education programs in energy efficiency and renewable energy industries. Authorizes the Director of Labor to use money from the Fund to establish 2 competitive grant programs: (i) an Energy Training Partnership Grant program, which would authorize the Director to award grants to eligible entities in order to produce economically self-sufficient program participants and a skilled workforce for eligible industries and (ii) a Pathways out of Poverty Grant program, which would authorize the Director to award grants to eligible entities that meet certain requirements. Limits grants made under either of these programs to $500,000 total over no more than 2 years. Requires the Department of Labor to report certain information to the General Assembly and Governor each year.

Amends the Medical Practice Act of 1987. Provides that in determining what action to take or whether to proceed with prosecution of a complaint, the Complaint Committee shall consider any recommendation made by the Department. Sets forth criteria that the Licensing Board may consider in making a determination of professional capacity, and makes other changes concerning professional capacity. Makes a change concerning a visiting professor permit. Changes references from "licensure without examination" to "licensure by endorsement". Makes a change concerning requiring an examination. Provides that the Licensing Board and Disciplinary Board may compel an applicant, licensee, or permit holder, whichever is applicable, to submit to a physical examination or mental examination and evaluation, or both, which may include a substance abuse or sexual offender evaluation. Requires the State's Attorney of each county to report to the Disciplinary Board, within 5 days after a conviction, all instances in which a person licensed under the Act is convicted of any felony or a class A misdemeanor for an act or conduct similar to an act or conduct that would constitute grounds for disciplinary action (now, the State's Attorney must report all instances in which a licensee is convicted or otherwise found guilty of any felony). Allows the disclosure of certain confidential information to a medical licensing authority of another state or jurisdiction in certain instances. Makes other changes. Repeals a Section concerning the practice of medicine by persons licensed in any other state who have applied to the Department for a license to practice medicine in all of its branches. Makes other changes. Amends the Regulatory Sunset Act. Extends the repeal date of the Medical Practice Act of 1987 from December 31, 2010 until December 31, 2020. Effective December 30, 2010.
Creates the Care of Students with Diabetes Act. Requires a parent or guardian to submit a diabetes care plan for a student with diabetes who seeks assistance with diabetes care in the school setting (whether a public or a private school). Provides that a delegated care aide shall perform the activities and tasks necessary to assist a student with diabetes in accordance with his or her diabetes care plan. Requires training for school employees and delegated care aides. Requires that an information sheet be provided to any school employee who transports a student for school-sponsored activities. Sets forth what a student with diabetes must be permitted to do. Provides that a school district may not restrict the assignment of a student with diabetes to a particular school on the basis that the school does not have a full-time school nurse, nor may a school deny a student access to any school or school-related activities on the basis that a student has diabetes. Provides for school employee protections against retaliation, civil immunity, and rights under federal law. Amends the School Code. In provisions concerning the administration of medication, provides that under no circumstances shall teachers or other non-administrative school employees, except certified school nurses, non-certificated registered professional nurses, and advanced practice nurses (currently, except certified school nurses and non-certified registered professional nurses) be required to administer medication to students. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
