Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance must provide coverage for medically necessary preventative physical therapy for insureds diagnosed with multiple sclerosis without any treatment limitation or calendar year maximum. Removes requirements that coverage under this provision be subject to the same waiting period, cost sharing limitation, treatment limitation, calendar year maximum, or other limitation as provided for other physical or rehabilitative therapy benefits.
Amends the Chicago Teacher Article of the Illinois Pension Code. Creates the Chicago Teachers' Pension Fund Health Insurance Task Force to study and consider the program of health insurance coverage for pensioners that is currently administered by the Fund. Includes specific subjects of inquiry, relating to the future administration of the insurance program. Specifies Task Force membership and excludes payment for service. Provides for clerical support from the Fund. Requires a report of its findings and recommendations and provides for its abolishment upon conclusion of its business. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that beginning in State fiscal year 2016, the State shall make annual contributions to the Chicago Public School Teachers' Pension and Retirement Fund. Provides that for State fiscal year 2016, the contribution shall be $374,270,000 and that for each year thereafter, the Board of Trustees of the Fund shall certify to the Governor by January 15th the amount of the required State contribution to the Fund for the coming fiscal year. Requires the certified contribution to be equal to 10% of the contribution certified by the board of trustees of the downstate teachers retirement system for the coming fiscal year. Effective immediately.
Amends the Property Tax Code. Provides that beginning on and after January 1, 2017, in counties with 3,000,000 or more inhabitants, a filed complaint claiming that any property is overassessed or underassessed, or is exempt, shall be accompanied by payment to the county of a $30 filing fee. Provides that the filing fee shall be adjusted every 5 years on the first day of the fifth year by the cumulative consumer price index for that 5 year period, and rounded to the nearest full dollar. Provides that the filing fee shall be collected and deposited into the Assessment Board of Review Fund to be utilized solely for purposes related to the board of review under this Act. Amends the State Finance Act to create the Assessment Board of Review Fund as a special fund in the State treasury.
Amends the Lobbyist Registration Act. Prohibits an individual or entity registered under the Act from intimidating another individual or entity registered under the Act. Sets forth a list of actions that constitute intimidation against an individual or entity registered under the Act. Provides that any individual or entity registered under the Act that violates the provisions of the amendatory Act shall be guilty of a business offense and fined not more than $10,000 for each violation.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
