Amends the Vital Records Act to provide that the electronic reporting system for death registrations shall be used to transfer information to the Department on Aging for the administration of the Seniors Ride Free program.

Amends the Unified Code of Corrections concerning certificates of good conduct and certificates of relief from disabilities. Provides that the certificate may be granted to an eligible offender who has demonstrated by a preponderance of the evidence (rather than by clear and convincing evidence) that he or she has been a law-abiding citizen and is fully rehabilitated. Provides that the applicant has conducted himself or herself in a manner warranting the issuance of the certificate of good conduct for a minimum period of one year (rather than 3 years if the person was convicted of a felony and one year if the person was convicted of a misdemeanor).

Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.

Amends the Small Business Job Creation Tax Credit Act. Provides that an employee who is employed in the service of the applicant for a basic wage for at least 35 hours each week or who renders a standard of service to the applicant that is generally accepted as full-time employment is considered a full-time employee of the applicant regardless of whether a W-2 is issued for the employee by a professional employer organization. Requires the Department of Commerce and Economic Opportunity to make rules concerning applicants for which a professional employer organization has been contracted to issue W-2s and make payment of withholding taxes.

Amends the Regulatory Sunset Act. Extends the repeal date for the Elevator Safety and Regulation Act to January 1, 2023 from January 1, 2013. Effective immediately.

Amends the Property Tax Code. Provides that, if in any taxable year the governing authority of any taxing district determines that a surplus of funds is available from any source, that taxing district may, by resolution or ordinance, eliminate its tax levy for that taxable year. Provides that the taxing district may resume its tax levy in any subsequent taxable year without additional referendum approval.

Amends the Fire Equipment Distributor and Employee Regulation Act of 2011. Makes changes in provisions concerning definitions; license requirements and injunctions; rules; reports; personnel; formal charges; and disciplinary sanctions and hearings. Creates a provision that permits the State Fire Marshal to investigate the actions of any applicant or any person, firm, association, or corporation holding or claiming to hold a licensee under the Act. Creates a provision so the State Fire Marshal may adopt rules to permit the issuance of citations for certain violations of the Act. Repeals provisions concerning the Fire Equipment Distributor and Employee Advisory Board; examinations; and licensure without examination. Amends the Regulatory Sunset Act to extend the repeal of the Fire Equipment Distributor and Employee Regulation Act of 2011 from January 1, 2013 to January 1, 2023. Effective immediately.
