DHS-AUTISM ADULT DAY PROGRAMS

Amends the Disabled Persons Rehabilitation Act. Provides that subject to appropriations, the Department shall create a pilot program for adult day services for persons on the autism spectrum over the age of 22. Provides that the Department shall make grants to organizations that develop a replicable model for quality day services for adults with autism living in Illinois. Effective immediately.

PROP TX-CLAIM FOR REFUNDS

Amends the Property Tax Code. Provides that, in Cook County, a claim for a refund is allowed if the right to a refund arose less than 20 years prior to the date the application is filed. Provides that applications for refunds based on claims arising more than 5 but less than 20 years prior to the date the application is filed are allowed only if the application is filed after September 1, 2011 (now, between September 1, 2011 and September 1, 2012). Removes a limitation on the aggregate total amount of taxes and interest allowed to be refunded for all claims arising more than 5 years prior to the date the application is filed. Effective immediately.

HEALTH BENEFIT PURCHASING COOP

Amends the Co-operative Act. Provides that health benefit purchasing cooperatives may be organized by one or more persons in geographic areas designated by the Director of the Department of Insurance. Provides guidance for the design of a health benefit purchasing cooperative. Provides guidance for establishing member criteria and requires a cooperative to file the criteria and other reports with the Director of the Department of Insurance. Provides that each health benefit purchasing cooperative shall be organized on a membership basis with no capital stock. Provides that the contract between the health benefit purchasing cooperative and an insurer shall be for a term of 3 years. Effective immediately.
