Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Provides that the Secretary of State shall permit applicants to choose between "male", "female", or "X" (rather than "male", "female", or "non-binary") on an application for an identification card, driver's license, or permit. Provides that an applicant who wants to change the sex listed on an issued identification card, driver's license, or permit must submit a gender designation form. Sets forth the requirements of the gender designation form.

Amends the Illinois Controlled Substances Act. Provides that the Prescription Monitoring Program does not apply to testosterone, mifepristone, misoprostol, GnRH analogues, or estrogen. Provides that the Department of Human Services shall purge from the records of the Prescription Monitoring Program all existing information concerning the prescribing or dispensing of testosterone, including any such information contained in the central repository or database, on or before January 1, 2027, and shall ensure that no further records concerning the prescribing and dispensing of testosterone are created or maintained by the Prescription Monitoring Program. Provides that the Department shall update and adopt rules consistent with the provision no later than January 1, 2027. Effective immediately.

Amends the Illinois Insurance Code. Sets forth provisions requiring an individual or group policy of accident and health insurance amended, delivered, issued, or renewed in this State on or after January 1, 2028 to provide coverage for up to a 12-month supply of prescription hormone therapy, and the necessary supplies for self-administration, that is prescribed by a network provider within the provider's scope of practice and dispensed at one time for an enrollee by a provider or pharmacist, or at a location licensed or otherwise authorized to dispense drugs or supplies. Amends the Pharmacy Practice Act. Provides that, notwithstanding any other provision of law, a dispensing provider or pharmacist shall dispense, at a patient's request, up to a 12-month supply of a prescription hormone therapy and the necessary supplies for self-administration pursuant to a valid prescription that specifies an initial quantity followed by periodic refills, except as specified. Amends the State Employees Group Insurance Act of 1971 and the Illinois Public Aid Code to require coverage under the provisions of those Acts.

Amends the Illinois Vehicle Code. Establishes the Intelligent Speed Assistance Program to supervise the installation and compliance of intelligent speed assistance systems. Sets forth requirements for the Secretary of State upon receipt of notice from a court that a person is required to enroll in the Program. Provides that a person enrolled in the Program shall install a certified intelligent speed assistance system on each motor vehicle owned by or registered to the person and shall not operate any motor vehicle that is not equipped with a functioning, certified intelligent speed assistance system. Provides that if a person fails to comply with the requirements of the Program, the Secretary may: suspend the person's restricted driver's license for a period and, following the period of suspension, permit the person to reenroll in the Program; revoke the person's restricted driver's license and prohibit the person from reenrolling in the Program; or impose a civil penalty. Provides that a person enrolled in the Program shall pay all costs associated with enrollment and participation in the Program, unless the person is found to be indigent. Provides that the Zero Traffic Fatalities Task Force shall certify intelligent speed assistance systems for use in the State and adopt rules and forms for the installation, maintenance, and certification of intelligent speed assistance systems. Sets forth requirements for selling or leasing intelligent speed assistance systems. Requires a manufacturer or distributor of an intelligent speed assistance system to provide support services. Prohibits a person from tampering with, or in any way attempting to circumvent, bypass, or tamper with the operation of, an intelligent speed assistance system that has been installed in a motor vehicle. Requires the Task Force to adopt rules and forms as are necessary to implement the Program. Makes conforming changes in the Code and in the Department of Transportation Law of the Civil Administrative Code of Illinois. Effective January 1, 2027.

Amends the Illinois Notary Public Act. Provides that every applicant for appointment and commission as a notary shall complete an application in a format prescribed by the Secretary of State stating, among other things, that the applicant has not been convicted of a felony within the 10 years immediately preceding the date of application (now, the applicant must state that the applicant has not been convicted of a felony).

Amends the Department of Human Services Act. Requires the Department of Human Services to design, implement, and maintain a statewide program to provide voluntary short-term universal newborn home visiting services to all Illinois families with newborn infants for the purpose of promoting the physical, mental, and social well-being of newborn infants and their parents or caregivers. Requires the Department to: (i) consider recommendations from the Early Childhood Comprehensive Systems grant report when adopting rules to implement the universal newborn home visiting program; and (ii) consult, coordinate, and collaborate with specified stakeholders when designing the universal newborn home visiting program. Contains provisions concerning grant awards for the establishment or expansion of local universal newborn home visiting programs; criteria for the selection of eligible service models; program requirements; program data collection and reporting; and other matters. Effective July 1, 2027.

Amends the Downstate Teacher Article of the Illinois Pension Code. Provides that, through June 30, 2029 (instead of June 30, 2026), an annuitant may accept employment as a teacher without impairing his or her retirement status if that employment is not within the school year during which service was terminated and does not exceed 120 paid days or 600 paid hours in each school year, but not more than 100 paid days in the same classroom. Makes a conforming change. Effective immediately.

Creates the Dependency Determinations for Unaccompanied Children Act. Creates a process for an unaccompanied child in the custody of the federal Office of Refugee Resettlement housed in Illinois who is alleged to have been abused, neglected, or abandoned by one or both parents to file a petition seeking a finding of dependency under the Act. Provides that a child declared dependent is eligible for oversight and services as ordered by the court and may be referred for psychological, educational, medical, or social services deemed necessary as a result of parental abuse, abandonment, or neglect or for protection against trafficking or domestic violence. Defines terms. Makes legislative findings. Effective immediately.

Creates the Adequate and Equitable Public University Funding Act. Provides that, after the effective date of the Act, all general operating expenses for public universities shall be distributed by the Board of Higher Education through a funding formula for eligible public institutions and shall be administered by the Board. Defines "eligible public institution". Sets forth provisions concerning the adequacy targets and resource profiles of eligible public institutions. Provides for the distribution of State appropriations and the calculation of the base funding minimum for each eligible public institution. Provides that the Board shall oversee an accountability and transparency framework for assessing the distribution and use of all funds appropriated by the funding formula and evaluating the funds' effects on institutional outcomes pertaining to student affordability, enrollment, persistence, and outcome metrics. Provides for reporting and the establishment of an Accountability and Transparency Committee. Provides that the Board shall establish a Funding Formula Review Panel tasked with studying and reviewing topics pertaining to the implementation and impact of the funding formula. Contains provisions concerning the Board's annual budget request and the collection of data. Amends the Board of Higher Education Act. Removes certain provisions concerning budget proposals. Effective immediately.

Creates the Homicide Victims' Families' Rights Act. Provides for the review of the case file of open unresolved murders. Defines "open unresolved murder" as any criminal activity in which death occurred more than 3 years prior to the date of the application for review of the case file under the Act, for which all probative investigative leads have been exhausted, and for which no likely perpetrator has been identified. Provides that the person or persons performing the review shall not have previously investigated the murder. Provides that only one case review shall be undertaken at any one time with respect to the same murder victim. Provides that each law enforcement agency shall develop a written application to be used for persons to request a case file review. Provides that the applicable agency shall conduct a full reinvestigation of the murder if the review of the case file concludes that a full reinvestigation of the murder would result in probative investigative leads. Provides for the compilation and publication of specified information and statistics regarding open unresolved murders by the Illinois Criminal Justice Information Authority. Provides that each law enforcement agency shall employ or designate a minimum number of family liaison officers proportionate to the average number of homicides in the agency's jurisdiction within the previous 5 years of the date of employment with the maximum ratio of 40 homicides per each family liaison officer employed or designated. Each agency may establish a lower ratio for hiring or designating of family liaison officers. Establishes the duties and training for family liaison officers. Amends the Illinois Criminal Justice Information Act to make conforming changes.
