Amends the Chicago Teacher Article of the Illinois Pension Code. In a provision that reduces the required annual Board of Education contribution to the Fund by the amount of any State contribution, makes the reduction apply only if the Board has certified in the previous fiscal year that the total assets of the Fund are at least 90% of the total actuarial liabilities of the Fund. Effective immediately.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the Global Positioning System Technology and the Designated Truck Route System Task Force.
Amends the Uniform Disposition of Unclaimed Property Act. Provides that unclaimed wages, payroll, and salary in any form, held or owing by a banking or financial organization, is presumed abandoned after one year (instead of 5 years). Provides that unclaimed wages, payroll, and salary in any form shall be reported after remaining unclaimed for one year. Effective immediately.
Amends the Illinois Vehicle Code. Provides that local units of government shall report to the Illinois Department of Transportation and the Department shall post on its official website all preferred truck routes under the local unit of government's jurisdiction which are not classified as Class II or Class III truck routes. Provides that local units of government shall report their designated truck route network or lack of truck routes to the Illinois Department of Transportation. Provides that the Secretary of State shall include in its commercial drivers license curriculum and study guide, and in materials relating to obtaining or renewing a commercial drivers license, the distinctions between utilizing a truck-attributed global positioning system device and other non-truck-attributed global positioning system devices. Effective January 1, 2012.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning a person's accountability for another person's conduct.
Amends the State Police Act. Makes a technical change in a Section concerning Divisions of the Department and appointment of officers.
Amends the Correctional Budget and Impact Note Act. Provides that a Correctional Budget and Impact Note must be affixed to a bill that creates a new criminal offense for which a commitment to the Department of Juvenile Justice may be imposed. Provides that within 5 days after receiving the statement from the appropriate official who prepared the note and prior to second reading in the house of introduction, the sponsor shall file with the Clerk of the House or the Secretary of the Senate, as appropriate, a written statement identifying the sponsor's preferred means of funding the costs to be incurred as a result of the legislation. Provides that the required identification shall be made either by specifying (i) the additional tax or other revenue source from which an amount equal to the costs identified are to be generated or (ii) the specific line item or items in the budget for the current fiscal year that would be reduced or eliminated to reach an amount equal to the costs identified.
Amends the Chicago Police Article of the Illinois Pension Code. Provides that, beginning on January 1, 2012, for certain policemen born on or after January 1, 1955, automatic annual increases in retirement annuity shall be 3% and such policemen shall not be subject to the 30% maximum increase. Also makes a technical change. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, of the amounts appropriated annually (now, annually to the Department) for expenditure for grants to local tourism and convention bureaus beginning July 1, 2011, 18% shall be used for grants to convention and tourism bureaus in cities with a population greater than 500,000. Effective immediately.
