Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Blue Star Banner plates to residents of Illinois that have a spouse, parent, sibling, or child actively serving in the United States Armed Forces.

Amends the Illinois Insurance Code. Deletes language that provides that moneys in the Insurance Financial Regulation Fund may be transferred to the Professions Indirect Cost Fund, as authorized under the Department of Professional Regulation Law of the Civil Administrative Code of Illinois.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. In a provision authorizing the election of a reversionary annuity: (i) deletes the requirement that the election be made at the time retirement annuity begins; and (ii) provides that the election is irrevocable. Effective January 1, 2015.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning advising and counseling the Governor.
Amends the Code of Criminal Procedure of 1963. Permits inclusion in a defendant's prima facie case for forensic DNA testing of evidence that was not subject to testing at the time of his or her trial or guilty plea that identity was an issue in the investigation that resulted in his or her conviction, even if he or she confessed or admitted to the crime. Provides that upon receipt of a motion for post-conviction DNA testing, the court shall order the State to prepare an inventory of the evidence related to the case and issue a copy of the inventory to the prosecution, the petitioner, and the court. Provides that when a motion is filed to vacate based on favorable post-conviction DNA testing results, the State may, upon request, reactivate victim services for the victim of the crime during the pendency of the proceedings, and, as determined by the court after consultation with the victim or victim advocate, or both, following final adjudication of the case. Effective immediately.
Amends the Circuit Courts Act. Provides that witness fees in actions arising under the Abused, Neglected or Dependent Minors Article of the Juvenile Court Act of 1987 shall be paid in the same manner as witness fees paid in criminal cases. Requires a witness seeking reimbursement to file an affidavit stating, among other things, that the attendance of the witness was at the instance of the State's Attorney or attorney of any other party to the action. Effective immediately.
Amends the Workplace Violence Prevention Act. Provides that the Act does not apply to the monitoring of compliance with certain worker safety laws, lawful picketing, or the exercise of the right of free speech or assembly that is otherwise lawful. Effective immediately.
Amends the Supreme Court Historic Preservation Act. Makes a technical change in a Section concerning the short title.
Amends the Cook County Article of the Illinois Pension Code. Provides that a county employee with 20 or more years of service, who first became a participant on or after January 1, 2011 and whose entire disability benefit credit period expires before attainment of age 62, may qualify for certain annuities. Effective immediately.
Amends the Workers' Compensation Act. Provides that there is no right to recover damages for injury or death, other than the compensation provided under the Act, from a service organization that is wholly owned by the employer or the employer's insurer or broker and that provides safety service, advice, or recommendations (rather than from the a service organization retained by the employer or the employer's insurer or broker to provide safety service, advice, or recommendations). Effective immediately.
