Appropriates $71,000,000 from the General Revenue Fund to the Department on Aging for funding for an additional $1.70 per hour to be paid to vendors of homemaker, chore, and housekeeping services in the Community Care Program for the purpose of increasing, by at least $1.00 per hour, the wages paid by those vendors to their employees who provide homemaker, chore, and housekeeping services. Appropriates $6,100,000 from the General Revenue Fund to the Department of Human Services for similar funding purposes for the Home Services Program. Effective July 1, 2013.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the powers and duties of the Prisoner Review Board.
Amends the Illinois Vehicle Code. Removes from the DUI offense operating a motor vehicle with any amount of an illegal drug in a person's system and makes it a separate Class B misdemeanor for a first offense and a Class A misdemeanor for subsequent offenses. Removes offense from implied consent for chemical testing for a suspected violation, statutory summary suspension for test refusal, driver's license suspension for conviction, and mandatory penalties for a second violation. Also removes offense from aggravated DUI. Makes corresponding changes to the Snowmobile Registration and Safety Act and the Boat Registration and Safety Act for OUI. Amends the Criminal Identification Act. Provides that policing bodies shall report arrests for the offense to the Department of State Police. Amends the Unified Code of Corrections. Provides that offenders may be charged laboratory fees and required to undergo a professional evaluation to determine the presence and extent of substance abuse problems.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
Amends the State Records Act. Makes a technical change in a Section concerning the short title.
Creates the Design-Build and Construction Manager/General Contractor Transportation Infrastructure Act. Provides that the Department of Transportation is authorized to use the design-build project delivery method or the construction manager/general contractor delivery method for up to 5 transportation facilities for each delivery method. Contains provisions concerning the procurement process and terms of the contract. Provides that the Department of Transportation has eminent domain and quick take powers under the Act. Amends various other Acts to make conforming changes. Effective immediately.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Makes a technical change in a Section concerning credits and creditable service.
Amends the Criminal Identification Act. Makes a technical change in a Section concerning expungement and sealing of criminal records.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Revenue.
Amends the Criminal Code of 2012. Defines "crime of violence" in the Sex Offenses Article of the Code. Provides that any person who, in good faith, contacts law enforcement or emergency medical services under Emergency Medical Services (EMS) Systems Act to report that he or she is a victim of a crime of violence has personally observed another person subjected to a crime of violence, shall not be subject to arrest, charge, or prosecution for prostitution if the evidence for the arrest, charge, or prosecution was gained as a result of the person contacting law enforcement or emergency medical services to report the crime of violence. Provides that it is an affirmative defense to a prostitution offense that the defendant engaged in or performed prostitution as a result of being a victim of involuntary servitude or trafficking in persons. Provides that Amends the Unified Code of Corrections. Provides that it is a mitigating factor in sentencing that the defendant contacted law enforcement or emergency medical services to report that he or she was a victim of a crime of violence or personally observed another person subjected to a crime of violence, and was convicted of prostitution. Provides that it is an affirmative defense to a prostitution offense that the defendant engaged in or performed prostitution as a result of being a victim of involuntary servitude or trafficking in persons. Effective immediately.
