Amends the Illinois Vehicle Code. Provides that a municipality, township, county, or other unit of local government may not impose a civil penalty for violation of the Code that is in excess of the amount provided for in the Code.
Amends the Regional Transportation Authority Act. Makes a technical change in a Section concerning the short title.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Creates the Design-Build for Highway Construction Demonstration Act. Authorizes the Department of Transportation and the Illinois State Toll Highway Authority to use a design-build method of source selection for highway construction projects. Sets forth procedures for using the design-build method. Requires the agencies to submit an evaluation report concerning the design-build method no later than December 31, 2012. Repeals the Act on June 30, 2013. Effective July 1, 2009.
Amends the Illinois Vehicle Code. Provides that the Secretary of State shall terminate the driving privileges suspension of a person who failed to pay fines or penalties for standing, parking, compliance, or automated traffic law violations whenever the person has entered into a payment plan pursuant to which the municipality has agreed to terminate the suspension. Provides that Secretary of State shall suspend the driving privileges of a person who is more than 14 days in default of such a payment plan. Makes other changes. Effective immediately.
Amends the School Code. Increases both the minimum length of the school term and the minimum number of days of actual pupil attendance by 24 days. Makes related changes. Effective July 1, 2010.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Urges the United States Congress to pass an extension for unemployment benefits.
Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Makes a technical change concerning rules and regulations for the establishment and continuation of narrowly tailored sheltered markets.
