Amends the Illinois Vehicle Code. Specifies the allowable access from any State designated highway to county, township, or municipal highways for combinations of vehicles meeting certain length, width, and weight requirements. Provides that certain combinations of vehicles over 65 feet in length operated by household goods carriers have unlimited access to points of loading and unloading.

Urges Congress to implement a national mortgage foreclosure moratorium until the federal mortgage foreclosure programs are reformed to help affected homeowners.
Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality may revoke or suspend the license of and impose a fine on (i) a tattoo establishment in which the owner or an employee applies on an individual any tattoo that contains gang-related names, symbols, or markings, or (ii) a tattoo artist who applies on an individual any tattoo that contains gang-related names, symbols, or markings. Defines "gang-related names, symbols, or markings", "criminal street gang", "tattoo", and "tattoo artist".
Amends the Regional Transportation Authority Act. Makes a technical change in a Section concerning the establishment of the Authority.
Amends the Criminal Code of 1961. Creates the Gang-related Crimes Law. Creates the offense of active participation in a criminal street gang. Provides that a person commits the offense who actively participates in any criminal street gang with knowledge that its members engage in or have engaged in a course or pattern of criminal gang activity, and who willfully promotes, furthers, assists, or benefits from any felonious criminal conduct by members of that criminal street gang. Provides that a person who commits active participation in a criminal street gang is guilty of conspiracy to commit the felonious conduct of the criminal street gang. Creates the offense of disorderly promotion of a criminal street gang. Provides that a person commits the offense when he or she knowingly speaks a gang-related name or flashes a gang-related sign or symbol in such an unreasonable manner so as to alarm or disturb another and to provoke a breach of the peace. Provides that a violation is a Class C misdemeanor.
Directs the Auditor General to conduct a management audit of the State's nine public universities.
Amends the Illinois Procurement Code. Makes a technical change in a Section defining "Associate Procurement Officers".
Amends the Department of Transportation Law of Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
