Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Amends the Unified Code of Corrections. Provides that every person who has been convicted in any state or federal court of an offense that requires the person to register as a sexual predator under the Sex Offender Registration Act, and who is thereafter convicted of a second offense requiring registration as a sexual predator, shall be adjudged a habitual child predator. Provides that anyone adjudged a habitual child predator shall be sentenced as a Class X offender. Provides that the term of mandatory supervised release of a habitual child predator shall range from a minimum of 3 years to a maximum of the natural life of the defendant. Amends the Sex Offender Registration Act. Defines "sexual predator" to include a person who was convicted of luring of a minor (rather than a second or subsequent such offense).
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that whenever the Department of Transportation is required to enter into an agreement with any carrier for the payment of railroad maintenance expenses necessary for intercity passenger service, the Department may deposit funds in an escrow account. Defines "escrow account". Contains provisions governing the use and withdrawal of escrow account funds, fund term limits, and reporting requirements. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning retail sales on Sundays.
Amends the Taxi Safety Act of 2007. Provides that a taxi driver must be 21 years of age or older, must have a valid driver's license issued by any state in the United States, must have had a valid driver's license for at least 3 years, and during the immediately preceding 3-year period must not have been convicted of the following offences: leaving the scene of a traffic accident involving death or personal injury; driving under the influence; reckless driving; drag racing; street racing; manslaughter or reckless homicide; or reckless conduct arising from the use of a motor vehicle. Also provides that if he or she, after becoming a taxi driver, is convicted of any of those offenses or ceases to be licensed, the taxi driver must immediately cease operating a taxicab and the prohibition shall continue until specified conditions are met. Effective July 1, 2012.
Amends the Illinois Vehicle Code. Provides that moneys in the State Police DUI Fund and the Secretary of State Police DUI Fund shall be used for enforcement and prevention of driving while under the influence of alcohol, other drug or drugs, intoxicating compound or compounds or any combination thereof, including but not limited to the purchase of law enforcement equipment and commodities that will assist in the prevention of alcohol related criminal violence throughout the State; police officer training and education in areas related to alcohol related crime, including but not limited to DUI training; and police officer salaries, including but not limited to salaries for hire back funding for safety checkpoints, saturation patrols, and liquor store sting operations.
Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require all regulated utilities under its authority to submit a quarterly report on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises. Provides that each regulated utility shall submit the rules, regulations, and definitions used for their procurement goals in their quarterly report, and the Commission shall publish each quarterly report on its website and shall maintain each quarterly report for at least 5 years. Effective immediately.
Amends the Consumer Installment Loan Act. Provides that if any person who is not licensed under the Act makes a loan pursuant to the Act to an Illinois consumer, then the loan shall be null and void and the person who made the loan shall have no right to collect, receive, or retain any principal, interest, or charges related to the loan. Amends the Payday Loan Reform Act. Provides that if any lender who is not licensed under the Act makes a loan pursuant to the Act to an Illinois consumer, then the loan shall be null and void and the lender who made the loan shall have no right to collect, receive, or retain any principal, interest, or charges related to the loan. Effective January 1, 2013.
Amends the Illinois Controlled Substances Act. Provides for enhanced penalties for the manufacturing or delivery, or possession with intent to manufacture or deliver, of any substance containing hydrocodone, dihydrocodeinone, dihydrocodeine, oxycodone, or any of the salts, isomers and salts of isomers, or analog of those substances.
