HIGHER ED-TUITION SET BY LAW

Amends the Public Community College Act and various Acts relating to the governance of public universities in Illinois. Removes the power of the governing board of each public university and community college district to establish tuition rates and fees. Provides that for the 2011-2012 academic year and each academic year thereafter, the tuition and fee rates for students must be equal to the tuition and fee rates in effect for the 2010-2011 academic year or such lesser or greater amount as may be established by law by the General Assembly. Effective immediately.

INC TX-INCREASE LGDF

Amends the Illinois Income Tax Act. Provides that beginning on the first day of the first month to occur not less than 30 days after the effective date of the amendatory Act, the State Comptroller and the State Treasurer shall transfer each month from the General Revenue Fund to the Local Government Distributive Fund an amount equal to 1/10 of the income tax proceeds collected during the previous month, minus certain amounts paid as refunds (now, the amount transferred is a specified percentage based on the year the tax is collected and the rate of tax). Effective immediately.

PTELL-EXTENSION LIMITATION

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, if the total equalized assessed value of all taxable property in the taxing district for the current levy year (excluding new property, recovered tax increment value, and property that is annexed to or disconnected from the taxing district in the current levy year) is less than the total equalized assessed value of all taxable property in the taxing district for the previous levy year, then the extension limitation is (a) 0% or (b) the rate of increase approved by voters (instead of the lesser of 5% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year or (b) the rate of increase approved by voters). Effective immediately.

PUBLIC LIBRARY-LEVY VALIDATION

Creates the Summit Public Library District Tax Levy Validation (2011) Act. Validates levy ordinances and tax extensions to the extent they do not exceed the maximum amount authorized under the Property Tax Extension Limitation Law if the District had taken into account the tax increment value from the expiration of the West Summit TIF. Amends the Property Tax Code to make the Property Tax Extension Limitation Law subject to the Summit Public Library District Tax Levy Validation (2011) Act. Effective immediately.

INC TX-EARNED INC TX CREDIT

Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2011, the Earned Income Tax Credit shall be in an amount equal to 20% (instead of 5%) of the federal tax credit. Effective immediately.

HEALTH FAC-EXPENDITURE REPORT

Amends the Illinois Health Facilities Planning Act. Provides that the annual report of capital expenditures submitted to the Health Facilities and Services Review Board by certain health care facilities shall include (i) whether the health care facility administered an affirmative action program for minority-owned, women-owned, veteran-owned, and small business enterprises and (ii) the percentage of the annual capital expenditure that was actually spent on minority-owned, women-owned, veteran-owned, and small business enterprises, respectively. Effective immediately.
