UNIFORM COLLABORATIVE LAW ACT

Creates the Uniform Collaborative Law Act. Defines terms. Provides that the provisions of the Act are applicable to collaborative law participation agreements that meet the requirements of the Act signed on or after the effective date of the Act. Contains provisions concerning: requirements of collaborative law agreements; the beginning and conclusion of the collaborative law process; proceedings before a tribunal; disqualification of collaborative lawyers; disclosure of information; standards of professional responsibility and mandatory reporting; procedures for protecting parties from violent or coercive behavior; confidentiality; privileges; the authority of a tribunal if a collaborative agreement does not meet the requirements of the Act; uniformity of application and construction; and the Act's relation to the federal Electronic Signatures in Global and National Commerce Act.

HEALTH BENEFIT PURCHASING COOP

Amends the Co-operative Act. Provides that health benefit purchasing cooperatives may be organized by one or more persons in geographic areas designated by the Director of the Department of Insurance. Provides guidance for the design of a health benefit purchasing cooperative. Provides guidance for establishing member criteria and requires a cooperative to file the criteria and other reports with the Director of the Department of Insurance. Provides that each health benefit purchasing cooperative shall be organized on a membership basis with no capital stock. Provides that the contract between the health benefit purchasing cooperative and an insurer shall be for a term of 3 years. Effective immediately.

PROCUREMENT-CDB PREQUALIFY

Amends the Capital Development Board Act. Repeals a provision authorizing the Capital Development Board to adopt rules relating to the issuance, renewal, suspension, or modification of the prequalification of an architect, engineer, or contractor. Amends the Illinois Procurement Code. Provides that the appropriate chief procurement officer (now, the Capital Development Board) may establish procedures and rules for prequalification for suppliers of construction and construction-related services and for firms providing construction management services. Provides that the appropriate chief procurement officer (now, the chief procurement officer for matters other than construction and the higher education chief procurement officer) may develop prequalification standards and categories of professional and artistic services. Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act. Provides that the appropriate chief procurement officer (now, a State agency) may establish procedures to prequalify firms seeking to provide architectural, engineering, and land surveying services. Amends the Design-Build Procurement Act. Provides that, prior to the solicitation of a design-build contract by the Capital Development Board, the chief procurement officer must approve the Board's written determination of the State's best interests. Effective immediately.

PROCUREMENT-SUBCONTRACTOR PAY

Amends the Illinois Procurement Code. Provides that all subcontracts shall be deemed to provide that if the subcontractor has performed in accordance with the provisions of his or her subcontract and the work has been accepted by the appropriate State agency, the State agency shall pay the amount due the subcontractor directly to the subcontractor pursuant to the proper bill or invoice provided by the contractor to the State agency. Amends the State Prompt Payment Act. Provides that the provisions of a Section concerning payments to subcontractors and material suppliers do not apply to subcontracts entered into pursuant to the Illinois Procurement Code.

RAILROADS-MINORITY PROCUREMENT

Amends the Illinois Vehicle Code. Provides that the Illinois Commerce Commission shall require all regulated railroads under its authority to submit an annual report on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises. Provides that each regulated railroad shall submit the rules, regulations, and definitions used for its procurement goals in each report. Provides that the Commission, working in consultation with the Capital Development Board, shall develop and issue a proposed format for each report. Provides that the Commission shall publish each report on its website and shall maintain each report for at least 5 years. Effective immediately.
