ETHICS-INSPECTOR GEN-HIGHER ED

Amends the State Officials and Employees Ethics Act. Authorizes the Governor to appoint an Executive Inspector General for Higher Education to investigate allegations of fraud, waste, abuse, mismanagement, misconduct, nonfeasance, misfeasance, malfeasance, or violations of the Act by public institutions of higher education, their officers, and their employees. Provides that the term of the initial Executive Inspector General for Higher Education shall commence upon qualification and shall run through June 30, 2013. Requires the initial appointment of the Executive Inspector General for Higher Education to be made within 60 days after the effective date of the amendatory Act.

IDOT-PAVEMENT PRESERVATION

Creates the Pavement Preservation Act. Contains legislative findings and a statement of intent. Defines terms. Provides that the Department of Transportation shall designate in fiscal year 2013 a minimum of $20 million to be spent solely for the use of pavement preservation projects performed by outside contractors. Provides that the amount shall increase to $30 million in fiscal year 2014 and $40 million in fiscal year 2015. Provides that the Department shall issue an annual report by January 1 of each fiscal year which details the projects and amount of funding spent per district. Provides that the department shall designate a program coordinator to carry out specified functions. Provides that the Act is repealed on January 1, 2016. Effective immediately.

PROCUREMENT-ENGINEERING

Amends the Illinois Procurement Code. Creates a new Article concerning Engineering Professional Services. Provides that contracts for engineering professional services shall be procured by competitive sealed bidding. Sets out certain factors for a State agency to consider in determining whether a firm is a responsible bidder. Provides that contracts for small purchases and emergency services may be procured without competitive sealed bidding. Provides that a State agency shall evaluate the performance of each firm upon completion of a contract. Provides that each contract shall contain a certificate of compliance with the new Article signed by both the State agency and the firm. Amends the Freedom of Information Act to exempt firm performance evaluations from inspection and copying. Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act to exempt contracts for engineering professional services from the requirements of the Act.

INS CD - MATERNITY CARE

Amends the Illinois Insurance Code. Provides that individual and group policies of accident and health insurance or managed care plans amended, delivered, issued, or renewed after the effective date of the amendatory Act must provide coverage for maternity care.

IDOT NEXT GEN SUPPLEMENT STUDY

Directs the Illinois Department of Transportation to study the merits of acquiring additional passenger railcars in advance of the Next Generation deliveries and issue a written report of its findings.

ILLINOIS FAMILY MEDICAL LEAVE

Creates the Illinois Family and Medical Leave Act. Contains provisions similar to those in the federal Family and Medical Leave Act of 1993, except that it applies to a son-in-law, daughter-in-law, father-in-law, mother-in-law, domestic partner, or sibling who has a serious health condition, increases the leave allowed to 16 workweeks, and some of the provisions of the federal law pertaining to federal employees, federal matters, and the 2008 amendments have been omitted or changed. Contains provisions concerning applicability and coordination. Effective 6 months after becoming law.

HIGHER ED-REDUCE SALARY-AUDIT

Amends the Public Community College Act and various Acts relating to the governance of public universities in Illinois. Provides that, with respect to public university audits made by the Auditor General, a board of trustees shall reduce the base salary of the president of the university by 10% for each significant finding in an audit report that is not resolved within one year after receiving the final audit report. Provides that, with respect to community college audits made by an auditor, a board of trustees shall reduce the base salary of the president or chief executive officer of the community college by 10% for each significant finding in an audit report that is not resolved within one year after receiving the final audit report.

FORECLOSE-VACANT RESIDENC-FEE

Amends the Illinois Housing Development Act. Creates the Neighborhood Stabilization Program. Provides that the Illinois Housing Development Authority shall establish and administer the Program and use moneys in the Neighborhood Stabilization Program Fund, and any other funds appropriated for this purpose, to make grants to non-profit organizations that serve communities with high rates of residential foreclosures. Provides that the Authority shall promulgate rules, including emergency rules. Provides that subject to appropriation, the Authority shall make grants from the Neighborhood Stabilization Program Fund to approved non-profit organizations that serve communities with high rates of residential foreclosures. Defines terms. Amends the Code of Civil Procedure. Provides that for uninhabited residential real estate in foreclosure, from the time of the filing of a foreclosure complaint until the plaintiff no longer has any interest in the property, the plaintiff shall pay to the circuit clerk a fee of $1000 per month for each month that the residential real estate is not inhabited until the property is sold to a bona fide buyer who will either inhabit the premises or lease the property to a tenant for inhabitation within 90 days after the closing. Provides that fees collected shall be deposited into the Neighborhood Stabilization Fund, a special fund created in the State treasury. The clerk shall remit the fees to the State Treasurer as follows: 98% to the State Treasurer for deposit into the Neighborhood Stabilization Fund Program Fund; and 2% to the circuit clerk for administrative expenses related to this program. Provides that annually, the circuit clerk shall submit to the Authority a report of the funds collected and remitted. Amends the State Finance Act. Creates the Neighborhood Stabilization Fund. Effective immediately.
