Amends the Illinois Mechanics Lien Act. Adds, to the provisions concerning a written demand by an owner of real estate to a mechanics lienholder stating that the lienholder must file suit within 30 days or the lien is forfeited, the requirement that this express warning be included in the written demand: the failure to respond to the notice within 30 days after receipt of the notice results in forfeiture of the lien.

Amends the Illinois Public Labor Relations Act. Makes a technical change in a Section concerning the short title.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning unlawful practices.
Amends the State Treasurer Act. Provides that the Treasurer shall establish and administer a program to issue construction bonds for all State construction contracts entered into by a minority owned business, female owned business, or business owned by a person with a disability. Provides that the Treasurer shall adopt rules for the efficient administration of the program.
Directs the Auditor General to conduct a performance audit of the Department of Commerce and Economic Opportunity, the Department of Central Management Services, and the Capital Development Board to assess their compliance with the provisions of Public Act 96-1064.
Creates the Healthy Workplace Act. Requires an employer to provide an employee up to 7 sick days with pay during each 12-month period. Provides that an employee may use the sick days care for physical or mental illness, injury, medical condition, professional medical diagnosis or care, or a medical appointment of the employee or a family member. Contains provisions regarding: accrual; certification; notice; responsibilities of employers; unlawful practices; powers and duties of the Department of Labor; violations; penalties; civil liability; severability; and other matters.
Amends the State Officials and Employees Ethics Act. Extends, from one year to 2 years, the period after termination of State employment during which current and former officers, members, State employees, and, in some cases, the spouse and immediate family members of such persons, are prohibited from knowingly accepting employment or receiving compensation or fees for services from persons and entities on whose behalf the officer, member, or employee has participated personally and substantially in the making of certain procurement, regulatory, or licensing decisions.
Amends the Airport Authorities Act. Provides than an airport authority has the power to invest in, plan, market, and otherwise support intermodal transportation. Sets forth powers concerning construction, shuttle services, financial support, and marketing. Defines "intermodal transportation". Further provides that no airport authority may apply for federal funding for intercity bus or train projects without approval of the Governor.
Creates the Commuter Benefits Act. Contains only a short title provision.
Amends the Illinois Aeronautics Act. Makes a technical change in a definitions Section.
