INS CD-FIN REG FUND

Amends the Illinois Insurance Code. Deletes language that provides that moneys in the Insurance Financial Regulation Fund may be transferred to the Professions Indirect Cost Fund, as authorized under the Department of Professional Regulation Law of the Civil Administrative Code of Illinois.

CRIM CD-TRESPASS-STATE SUPPORT

Amends the Criminal Code of 2012. Provides that a person also commits criminal trespass to State supported land when he or she enters upon land owned, leased, or otherwise used by a public body or district organized under the Metropolitan Transit Authority Act, the Local Mass Transit District Act, or the Regional Transportation Authority Act, after receiving, prior to the entry, notice from the public body or district, or its representative, that the entry is forbidden, or remains upon the land or in the building after receiving notice from the public body or district, or its representative, to depart and, in doing so, causes a delay in transit service lasting more than 15 minutes or compromising public safety. Provides that a first violation is a Class 4 felony and a second or subsequent violation is a Class 3 felony.

REPEAL SAVINGS AND LOAN ACT

Repeals the Illinois Savings and Loan Act of 1985. Amends the Savings Bank Act. Deletes the definition of "impairment" and related provisions and defines "out-of-state savings bank". Adds provisions regarding the deposit of moneys into the Savings Bank Regulatory Fund. Adds an Article concerning the effect of the repeal of the Illinois Savings and Loan Act of 1985 and an Article that establishes the Board of Savings Banks and creates provisions concerning appointment to the Board, the organization of the Board, meetings of the Board, and the powers of the Board. Amends the Corporate Fiduciary Act. Provides that the Secretary of Financial and Professional Regulation or any person appointed as a receiver shall have all the powers, rights, and privileges as the Federal Deposit Insurance Corporation. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund and changes the name of the Savings Bank Institutions Regulatory Fund to the Savings Bank Regulatory Fund. Amends the Illinois Banking Act. Provides that the Secretary of Financial and Professional Regulation or any person appointed as a receiver shall have all the powers, rights, and privileges as the Federal Deposit Insurance Corporation. Amends the Residential Mortgage License Act of 1987. Deletes provisions concerning the Commissioner of Banks and Real Estate. Makes other changes.

SCH CD-CHI EDUC GOVERNANCE

Amends the School Code. Creates the Chicago Educational Governance Task Force for the purpose of recommending the best structure and procedure for the governance of City of Chicago School District 299. Sets forth the composition of the Task Force and the duties of the Task Force. Requires the Task Force to report its recommendation to the General Assembly on or before May 30, 2014 as to which governance structure is best designed to serve the students of the City of Chicago. Abolishes the Task Force and repeals these provisions on May 31, 2014.

HUM RTS-PREGNANCY ACCOMMODATE

Amends the Illinois Human Rights Act. Provides that with respect to employment, it is a civil rights violation for an employer to refuse to provide reasonable accommodations for an employee for conditions related to pregnancy, childbirth, or related medical conditions, if she so requests, with the advice of her health care provider. Provides that the term "reasonable accommodations" means actions which would permit such an employee to perform in a reasonable manner the activities involved in the job or occupation including an accessible worksite, acquisition or modification of equipment, job restructuring, and modified work schedule. Provides that the reasonable accommodations shall be undertaken provided that those actions do not impose an undue hardship on the business, program, or enterprise of the entity from which the actions are requested.

NATURAL GAS VEHICLES

Amends the Illinois Income Tax Act. Provides that persons that purchase a new motor vehicle with a gross vehicle weight rating of 33,000 pounds or more that uses natural gas as a motor fuel are entitled to an income tax credit equal to the lesser of $18,000 or half the difference between the purchase price of the natural gas vehicle and a similarly equipped gasoline or diesel vehicle of the same make and model. Amends the Motor Fuel Tax Law. Provides that motor carriers that employ natural gas vehicles are entitled to a refund on taxes paid under the Motor Fuel Tax Law equal to 12% of the taxes paid on the purchase of natural gas. Amends the Illinois Vehicle Code. Provides that the weight limitations on motor vehicles are increased by 2,000 pounds for vehicles that use natural gas as a motor fuel.

SCH CD-REQUIRE STORM SHELTER

Amends the School Code. Provides that, after the effective date of the amendatory Act, all new school building construction governed by the "Health/Life Safety Code for Public Schools" must include in its design and construction a storm shelter that meets the minimum requirements of the ICC/NSSA Standard for the Design and Construction of Storm Shelters (ICC-500), published jointly by the International Code Council and the National Storm Shelter Association. Provides that nothing in this language precludes the design engineers, architects, or school district from applying a higher life safety standard than the ICC-500 for storm shelters.

PROP TX-NOTIFY FIRE PROTECTION

Amends the Property Tax Code. Provides that fire protection districts shall be notified of certain applications for exemption that would reduce the assessed valuation of any property by more than $100,000. Effective immediately.

SPECIAL HAULING VEHICLES

Amends the Illinois Vehicle Code. Provides that a combination sewer cleaning jetting vacuum truck registered as a Special Hauling Vehicle, used exclusively for the transportation of non-hazardous solid waste, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the greater of the gross vehicle weight of the truck or: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; 54,000 pounds gross weight on a 3-axle vehicle; 66,000 pounds gross weight on a 4-axle vehicle. Provides that these vehicles are not limited to 3 axles.

WAGE PAYMENT PAYROLL CARD

Amends the Illinois Wage Payment and Collection Act. Establishes requirements for the use of payroll cards by employers. Provides that receipt of wages by means of a payroll card may not be a condition of employment. Requires certain disclosures to be made to employees before using payroll cards. Requires the offer of an alternative means of payment to be available. Establishes limits on fees. Effective January 1, 2015.
