VEH CD-REPEAL COM DISTRIB FEE

Amends the Illinois Vehicle Code. Repeals a provision providing for the collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds. Effective July 1, 2014.

LIQUOR-SALE NEAR SCHOOL

Amends the Liquor Control Act of 1934. Provides that nothing shall prohibit the issuance or renewal of a license authorizing the sale of alcoholic liquor at premises located within a municipality with a population in excess of 1,000,000 inhabitants and within 100 feet of a specified club that leases space to a school if certain specified criteria are met. Effective immediately.

LANGUAGE ASSISTANCE SRVCS-HOSP

Amends the Language Assistance Services Act. Provides that a hospital that services an area where a language other than English is spoken by 10% or more of the service area's population must have a translator who speaks that language on staff during all hours that the hospital is open.

INTEGRATED TRANSPORTATION

Amends the Illinois Municipal Code, the Airport Authorities Act, the Interstate Airport Authorities Act, the Park District Code, and the County Airports Act. Provides the relevant authority with the power to plan, market, and otherwise support integrated passenger transportation. Defines "integrated passenger transportation". Sets forth requirements for the relevant authority that wishes to apply for federal grants, including that the authority consult with the Secretary of the Department of Transportation, local mass transit districts, if applicable, the Regional Transportation Authority, if applicable, and local municipal planning organizations to ensure the plan is consistent with the Department's published transportation improvement plans for integrated passenger transportation. Effective immediately.

NO REPRESENTATN W/O POPULATION

Creates the No Representation Without Population Act. Provides that the Illinois Department of Corrections shall collect and maintain an electronic record of the legal residence, outside of the facility, and other demographic data, for any person entering its custody after January 1, 2014. Provides that the record shall contain, at a minimum, the last known complete street address prior to incarceration, the person's race, whether the person is of Hispanic or Latino origin, and whether the person is age 18 or older. Contains provisions concerning reports, federal facilities, the Data Collection and Reporting Advisory Council, and State and federal aid. Requires the Secretary of State to prepare redistricting population data to reflect incarcerated persons at their residential address. Provides that this data shall be the basis of the Legislative and Representative Districts created under the Illinois Constitution and all local governement districts that are based on population. Contains a severability clause.

PROFESSIONAL CORPORATIONS

Amends the Clinical Psychologist Licensing Act, the Clinical Social Work and Social Work Practice Act, the Marriage and Family Therapy Licensing Act, and the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act. Adds limited liability companies to the types of entities that may be granted licenses to provide services under the Acts. Adds provisions to the Acts regarding confidentiality of information collected by the Department of Financial and Professional Regulation in the course of examinations and investigations under the Acts. Amends the Professional Service Corporation Act. Makes changes in definitions of "ancillary personnel", "regulating authority", and "related professional services". Provides that a separate application shall be submitted for each business location in Illinois, and if the corporation is using more than one fictitious or assumed name and has an address different from that of the parent company, a separate application shall be submitted for each fictitious or assumed name. Makes changes concerning disciplinary grounds under the Act. Adds provisions concerning notices of violation and confidentiality of certain information collected under the Act. Amends the Medical Corporation Act. Provides that a separate application shall be submitted for each business location in Illinois, and if the corporation is using more than one fictitious or assumed name and has an address different from that of the parent company, a separate application shall be submitted for each fictitious or assumed name. Makes changes concerning disciplinary grounds under the Act, notice of hearing, proceedings for judicial review, and shareholders of a medical corporation. Adds provisions concerning notices of violation and confidentiality of certain information collected under the Act. Makes other changes.

CON AMEND-ABOLISH LT GOVERNOR

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.
