RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Thursday, March 15, 2007, they stand adjourned until Tuesday, March 20, 2007 at 12:00 o'clock noon.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Creates the State Budget Crisis and School-Funding Referendum Act. Requires placement on the 2006 general election ballot of statewide advisory questions as to whether the State income tax should be temporarily increased for specified programs of school funding. Amends the Election Code to exempt the questions from the limit on the number of questions that may appear on a ballot. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the additional fine collected by the circuit clerk from any person convicted of DUI shall be used to purchase law enforcement equipment that will assist in the prevention of alcohol and drug related crime and any other act related to criminal violence, rather than in the prevention of alcohol related criminal violence, throughout the State. Provides that the equipment purchased shall include vehicles. Effective immediately.
Creates the State Budget and School-Funding Crisis Referendum Act. Authorizes a statewide referendum at the consolidated election in 2006. Sets forth questions concerning a temporary increase in the State income tax to help solve the current State budget and school-funding crises. Effective immediately.
Creates the Midwest Interstate Passenger Rail Compact Act. Provides that this State and the other contracting states solemnly agree to the terms of the compact, whose purposes include the promotion of development and implementation of improvements to intercity passenger rail service in the Midwest. Establishes a Commission, with 4 members from each contracting state, serving without compensation from the Commission, to carry out the purposes of the compact. Provides for the election of Commission officers, for meetings and Commission administration, and for financing of the operations of the Commission by the compacting states. Provides that the compact becomes effective among the contracting states upon the agreement of 3 eligible states to participate. Provides for the admission of additional states to the compact, amendment of the compact, the withdrawal, default, or termination of contracting states, and construction and severability of the compact.
Amends the Riverboat Gambling Act. Provides for distribution of a percentage of the local share of the adjusted gross receipts from a riverboat to a Council of Government, if any, or the Department of Revenue for distribution to certain municipalities within the same county as the home dock of the riverboat. Exempts a riverboat with a home dock located in a municipality with a population in excess of 500,000 from the provisions. Effective immediately.
