Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.

Amends the Downstate Police and Downstate Firefighter Articles of the Illinois Pension Code. Provides that, for police officers and firefighters who enter service on or after the effective date of the amendatory Act, pension benefits are based on qualified salary rather than the salary attached to the rank he or she held. Defines "qualified salary" to mean the amount of the monthly earnings obtained by dividing the total earnings received by the police officer or firefighter during the period of the 48 consecutive months of service within the last 120 months of service in which his or her total earnings were the highest. Effective January 1, 2010.
Amends the Service Occupation Tax Act. Makes a technical change in a Section concerning taxes collected by a supplier.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Makes a technical change in a Section authorizing the Department of Revenue to adopt rules.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning tax credits for providing child care for employees.
Amends the Illinois Income Tax Act. Provides that a deduction for distributions under the provisions of a retirement plan for employees of a governmental agency or unit is limited to $60,000 if the taxpayer is not 67 years of age or older during the taxable year. Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Provides that the county board of any county may license and regulate landlords, as defined by the county board, within the unincorporated areas of that county. Provides that the corporate authorities of any municipality may license and regulate landlords, as defined by the corporate authorities of the municipality, within that municipality. Effective July 1, 2009
Creates the Electricians Licensing Act. Provides for the regulation of electricians and electrical contractors by the Department of Labor. Sets forth powers and duties of the Director of Labor, licensure requirements, grounds for discipline, penalties for violation of the Act, and administrative procedure. Establishes the Illinois State Board of Electrical Examiners. Provides for concurrent exercise by home rule units. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2019. Effective January 1, 2010.
Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning the rate of tax.
Amends the Service Use Tax Act. Makes a technical change concerning stating the tax as a distinct item.
