Amends the Property Tax Code. In Cook County, provides that the estimated first installment of unpaid taxes due in 2010 shall be deemed delinquent and shall bear interest after March 1 at the rate of 0.5% per month. Effective immediately.

Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the sunset of exemptions, credits, and deductions.
Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly be present at any portion or area of a public library facility designated by the library's governing board of library trustees or by the library commission for use primarily by children under the age of 18, as well as any program in the public library facility directed towards children under the age of 18.
Amends the Motor Fuel Tax Law. Makes changes to the allocations of the tax receipts. Provides that a proportional allotment of tax receipts shall be made for any road district based on the rate extended by the district. Sets forth allocation procedures for DuPage County. Provides that if any road district has levied a special tax for road purposes under certain Sections of the Illinois Highway Code, that levy entitles the road district for a full or proportionate allotment depending on the rate of the levy. Sets forth allotment procedures for those instances when a township has transferred money to the road and bridge fund. Sets forth allotment procedures for road districts that are subject to the Property Tax Extension Limitation Law. Deletes a provision that the term "road district" includes park districts, forest preserve districts and conservation districts organized under Illinois law. Effective immediately.
Amends both the Quad Cities Regional Economic Development Authority Acts. Provides that the territory of the Authority shall also include JoDaviess, Carroll, Whiteside, and Stephenson Counties. Provides for the appointment of additional members to the Board of the Authority. Provides that the additional members shall be appointed by the county board chairpersons of JoDaviess, Carroll, Whiteside, and Stephenson Counties. Increases the bonding power of the Authority to $250,000,000 (now, $100,000,000).
Amends the Code of Civil Procedure. Makes a technical change in provisions concerning venue.
Amends the Use Tax Act. Makes a technical change in a Section concerning the short title.
Mourns the death of John G. Biangmano.
