Amends the Prevailing Wage Act. Provides that the Act applies to maintenance, repair, assembly, or disassembly work performed on equipment whether owned, leased, or rented. Provides that all contractors and subcontractors required to pay the prevailing wage shall make payment of the wage in legal tender without a deduction for food, sleeping accommodations, transportation, use of tools, or any other thing of any kind or description.

Amends the Metropolitan Water Reclamation District Article of the Illinois Pension Code. Adds an appointed retiree member and an elected employee member to the Board of Trustees. Beginning on the effective date of the amendatory Act, increases the terms for successors to the employee members from 3 years to 4 years. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain automotive mechanics employed by the Illinois State Toll Highway Authority who are assigned to retrieve or repair State vehicles on State highways or tollways and certain sign hangers employed by the Department of Transportation. In provisions concerning the alternative retirement formula, removes references to obsolete job designations of the Illinois State Toll Highway Authority. Includes language concerning new benefit increases. Effective immediately.
Resolves that the Illinois Department on Aging and the thirteen Area Agencies on Aging, with the advice of the Illinois Council on Aging, and in collaboration with other departments and offices of State government, advocacy organizations on behalf of older adults, local units of government, and organizations in the private sector, shall assess the preparedness of the State of Illinois and counties and communities within the thirteen Planning and Service Areas of Illinois for the aging of the population and shall submit a report with recommendations for the planning and development of livable communities for all ages in Illinois to the Illinois General Assembly, the Office of the Governor, and local officials by January 1, 2009.
Amends the Illinois Act on the Aging. Provides that services provided, under the program established by the Department on Aging to prevent unnecessary institutionalization of persons age 60 and older in need of long term care or who are established as persons who suffer from Alzheimer's disease or a related disorder, shall be consumer directed and client focused. Effective immediately.
Amends the Motor Fuel Tax Law. Makes changes to the allocations of the tax receipts. Provides that a proportional allotment of tax receipts shall be made for any road district based on the rate extended by the district. Sets forth allocation procedures for DuPage County. Provides that if any road district has levied a special tax for road purposes under certain Sections of the Illinois Highway Code, that levy entitles the road district for a full or proportionate allotment depending on the rate of the levy. Sets forth allotment procedures for those instances when a township has transferred money to the road and bridge fund. Sets forth allotment procedures for road districts that are subject to the Property Tax Extension Limitation Law. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Amends the Private Sewage Disposal Licensing Act. Makes a technical change to a Section concerning the short title.
Creates the School Funding Crisis Referendum Act. Requires a statewide advisory referendum at the 2008 general election. Sets forth questions concerning (i) the use of State revenues from any expansion of gaming for the funding of special education, school construction, and school transportation, without decreasing other State funding for those education needs, and (ii) an accompanying reduction of real property taxes at a rate of 50 cents per dollar of revenue. Repeals the Act December 31, 2010. Effective immediately.
Amends the Prevailing Wage Act. Provides that workers at a facility dedicated exclusively, or nearly so, to performance of the contract or project and located in such proximity to the actual construction location that it would be reasonable to include them, or that perform work specifically designated for installation on a public works project, shall be deemed to be employed on public works. Provides for coverage of "the transportation of aggregate and excavated materials and equipment operated to haul to or from the site". Provides that workers who are paid a set amount for truck expense and take-home wage and are deemed to be employed on the public works project are entitled to the proper prevailing wage for the equipment being operated, and provides for the determination of the take-home wage. Provides that the transportation by sellers and suppliers or the manufacture of non-aggregate materials or equipment in the execution of a contract for public works with a public body are not deemed to be employment on public works. Makes other changes.
