SOS-RESERVE VET ID & LICENSE

Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Allows the issuance of an identification card or a driver's license with a veteran designation to a member of the armed forces, including a member of any reserve component or National Guard unit, regardless of whether he or she served on active duty. Defines "reserve duty". Makes conforming changes.

$VETERANS' HOME FACILITY

Makes reappropriations from the Capital Development Fund to the Capital Development Board for the Department of Veterans' Affairs relating to veterans' home construction and planning and other capital improvements. Provides that the appropriation authority is valid for costs incurred from July 1, 2015 through June 30, 2016. Effective immediately.

VEH CD-RAILCROSSING-SHRUBBERY

Amends the Illinois Vehicle Code. Allows a rail carrier in Lake, DuPage, Kane, McHenry, Cook, or Will County to comply with railroad crossing brush clearing requirements by removing from its right of way at each railroad-highway grade crossing that has electrified flashing lights, bells, and gates any brush, shrubbery, and trees for a distance of not less than 15 feet on each side of the center line of each track and not less than 500 feet in either direction from the near edge of the existing roadway surface from each grade crossing. Effective immediately.

INS CD-DENTAL-MLR REPORT

Amends the Illinois Insurance Code. Provides that a health insurer that covers dental services file a report known as the Dental MLR Annual Report every year. Provides that the Director of Insurance may conduct examinations of information included in an insurer's MLR annual report upon giving the insurer 30 days' notice. Provides that the insurer shall have 30 days from the day of notification to comply with record requests, unless the Director finds good cause shown for an extension. Provides that the Department shall make available to the public all the data given to the Department pursuant to this Section. Excludes policies covering dental services under the State of Illinois Medicaid program.

FOIA-EXEMPTIONS-INSURANCE

Amends the Freedom of Information Act. Deletes language that exempts from copying and inspection: (i) any and all proprietary information and records related to the operation of an intergovernmental risk management association or self-insurance pool or jointly self-administered health and accident cooperative or pool; and (ii) insurance or self insurance (including any intergovernmental risk management association or self insurance pool) claims, loss or risk management information, records, data, advice or communications.

COUNTY CODE-JUROR FEES

Amends the Counties Code. Provides that if the county board determines it cannot pay jurors the sums of $25 for the first day and thereafter $50 for each day of necessary attendance, then the board shall fix an amount no less than $4 for each day of necessary attendance at courts as jurors in counties of the first class, the sum of $5 for each day in counties of the second class, and the sum of $10 for each day in counties of the third class. Provides that in counties where the county board has determined it cannot pay jurors the sums of $25 for the first day and thereafter $50 for each day of necessary attendance, then the board shall pay jurors such travel expense as may be determined by the county board, provided that the board shall pay jurors in counties of the first class and second class at least 10 cents per mile for travel expense. Provides that the board shall allow mileage for travel during a juror's term as well as for travel at the opening and closing of the juror's term. Makes a corresponding change. Effective June 1, 2015.
