Creates the Veterans Day Paid Leave Act. Requires each employer to provide each employee who is a veteran with a paid day off on Veterans Day if the employee would otherwise be required to work on that day. Provides that the employee must provide notice to the employer that he or she intends to take time off on Veterans Day and must provide the employer with documentation verifying that he or she is a veteran. Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to 100% of the wages paid by the taxpayer to a veteran as a result of the paid day off required under the Veterans Day Paid Leave Act. Effective immediately.

Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Freedom of Information Act. Deletes language that exempts from copying and inspection: (i) any and all proprietary information and records related to the operation of an intergovernmental risk management association or self-insurance pool or jointly self-administered health and accident cooperative or pool; and (ii) insurance or self insurance (including any intergovernmental risk management association or self insurance pool) claims, loss or risk management information, records, data, advice or communications.
Urges the Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices to recommend that incoming college students receive the meningitis B vaccine.
Creates the Insured's Independent Counsel Act. Provides that if an insurer has a duty to defend an insured under a policy of insurance and a significant and actual conflict of interest arises that imposes a duty on the insurer to provide independent counsel to the insured, the insurer shall provide independent counsel to the insured unless the insured waives the right to independent counsel in writing. Defines "significant and actual conflict of interest". Adds provisions governing: the selection of independent counsel; retention of other counsel by either insurer or insured; duties of the independent counsel; privileged information; waiver of the right to select independent counsel; and cooperation between the insurer, insured, and independent counsel.
Amends the Illinois Insurance Code. Provides that group or individual major medical accident and health insurance policies or managed care plans issued, amended, delivered, or renewed on or after the effective date of the amendatory Act must provide coverage and reimbursement for the treatment of mitochondrial disease. Provides that coverage shall include, but not be limited to, the use of vitamin and nutritional supplements, such as coenzyme Q10, vitamin E, vitamin C, vitamin B-1, vitamin B-2, vitamin K-1, and L-carnitine. Makes conforming changes in the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plan Act.
Amends the State Finance Act. Creates the Roadside Monarch Habitat Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Monarch plates. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Roadside Monarch Habitat Fund shall be paid as grants to fund roadside monarch and other pollinator habitat development, enhancement, and restoration projects in this State. Effective immediately.
Amends the Juvenile Court Act of 1987. Provides that during a hearing prior to trial, a minor who is charged with the commission of a delinquent act, may be required to provide the court, probation department, and law enforcement access to all social media accounts, to refrain from using any social media account, and to remove any photographs or depictions of firearms or other dangerous weapons from those social media accounts. Effective immediately.
Amends the Railroad Incorporation Act. Makes a technical change in a provision concerning articles of incorporation.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning a hotel tax imposed by municipalities of 500,000 or more population.
