Amends the Chicago Teacher Article of the Pension Code. Calculates the pro rata portion of the initial annual increase in retirement pension from attainment of age 55 (or the date of retirement) rather than from attainment of age 61. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Illinois Dental Practice Act. Makes changes in the definition of "general supervision" and defines "patient of record". Provides that none of the members of the Board of Dentistry shall be an officer, dean, assistant dean, or associate dean of a dental college or dental department of an institute of learning, nor shall any member be the program director of any dental hygiene program. Also provides that a board member who holds a faculty position in a dental school or dental hygiene program shall not participate in the examination of applicants for licenses from that school or program. Makes changes concerning acts that constitute the practice of dental hygiene. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that a teacher may receive a retirement pension at age 60 with 10 years of service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Insurance Code. Allows domestic stock companies, domestic mutual companies, or reciprocals, including such companies organized as a risk retention group, to be organized as nonprofit risk organizations.
Amends the Chicago Police Article of the Illinois Pension Code. Compounds the automatic annual increase in retirement annuity. Also increases it to 3%, reduces the minimum age to 55, and removes the 30% maximum increase limitation for all annuitants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Poison Control System Act. Requires the Department of Public Health to establish a funding formula for the Poison Control System. Provides that the formula must increase or decrease the annual funding amount to match any increase or decrease in the consumer price index as reported on January 1 of each year. Provides that the State shall continue to provide funding to the Illinois Poison Control System on an annual basis in furtherance of the goals of the funding formula. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Beginning January 1, 2005, increases the duty disability benefit to 75% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Public Health.
Amends the Beer Industry Fair Dealing Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code with respect to counties with 3,000,000 or more inhabitants. Provides that, in years other than years of a general assessment or reassessment, publication of the list of individual assessment changes shall not be required with respect to changes resulting from application by the county assessor of a factor to all assessments in a particular major class in any township or assessment district within the county, in which case the list shall include a general statement on the matter and shall set forth the percentage of increase or decrease represented by the factor. In provisions requiring notice by mail to the taxpayer if a revision by the county assessor increases the assessment, requires instead a notice by publication if the revision causes a change in all assessments in a particular major class in any township or assessment district within the county. Effective immediately.
