Amends the State Employees Group Insurance Act of 1971. Makes technical changes in a Section concerning the short title.
Amends provisions of the Illinois Vehicle Code requiring the Illinois Commerce Commission to set reasonable rates for the commercial towing or removal of trespassing vehicles from private property. Deletes language providing that no relocator shall impose charges for storage for the first 24 hours after towing or removal. Deletes language providing that rates for other services provided by relocators shall not be charged to the owner or operator of a relocated vehicle. Deletes language providing that a fee charged by a relocator for the use of a credit card to pay for any service rendered by the relocator shall be included in the total amount that shall not exceed the maximum reasonable rate established by the Commission and that the Commission shall require a relocator to refund any such fee. Deletes language providing that it shall be unlawful for any commercial vehicle relocator to fail to refund any amount charged in excess of the reasonable rate established by the Commission.
Amends the Illinois Administrative Procedure Act. Requires that the Joint Committee on Administrative Rules vote on each administrative rule, amendment to a rule, or repeal of a rule. Requires that any rule proposal approved by the Joint Committee must be approved by joint resolution of the General Assembly before it is considered adopted. In the case of an emergency rule, requires the Joint Committee to vote after its adoption and permits the General Assembly to repeal the emergency rule by Joint resolution. Eliminates the Joint Committee's objection procedure for proposed rules. Effective immediately.
Amends the Illinois Pension Code. Allows transfer of law enforcement service credits from a downstate police pension fund or the Cook County pension fund to the Chicago police pension fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "conviction".
Amends the Chicago Police Article of the Illinois Pension Code to increase the multiplier used to calculate the maximum allowable pension tax, from 2.00 to 2.26. Effective immediately.
Creates the Legal Document Preparer Act. Provides that, beginning July 1, 2005, no person shall engage in the preparation of legal documents unless the person is certified. Establishes the Board of Legal Document Preparers and outlines its duties and powers. Provides eligibility requirements for certification. Sets out the services that may be provided by a legal document preparer. Provides guidelines for the application process and the renewal of certification. Provides for disciplinary actions. Provides for a code of conduct for legal document preparers. Sets out a fee schedule. Amends the State Finance Act to provide for the Legal Document Preparer Fund.
Amends the Chicago Police of the Illinois Pension Code. Allows a transfer of up to 10 years of credits and creditable service from the Chicago municipal pension fund to the Chicago police pension fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
