Creates the Automated License Plate Recognition System Data Act. Provides a law enforcement agency may only use recorded automated license plate recognition (ALPR) system data and historical ALPR system data for a legitimate law enforcement purpose. ALPR system data and historical ALPR system data may not be used, shared, sold, traded, or exchanged for any other purpose. Requires law enforcement agencies using an automated license plate recognition system to: adopt a policy governing use of the system; adopt a privacy policy to ensure that ALPR system data and historical ALPR system data is not used or shared in violation of this Act; adopt audit procedures relating to use of ALPR system data and historical ALPR system data; and adopt and periodically update a comprehensive training program for agency employees who use or have access to ALPR system data and historical ALPR system data, which fully trains the employees on safeguards in use of ALPR system data or historical ALPR system data and procedures to adhere to policies and procedures governing use of ALPR system data or historical ALPR system data. Requires law enforcement agencies to report to the Department of State Police requests for data, any data breech, and audit results. Establishes Department of State Police responsibilities. Prohibits admission of data in a court or administrative proceeding which is used in violation of the Act. Prohibits less restrictive local regulation, including home rule units. Defines terms. Amends the Freedom of Information Act to exempt ALPR system data and historical ALPR system data from disclosure under the Act.

Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $40,000.
Amends the Liquor Control Act of 1934. Provides that a licensee may bring a civil action against a person under the age of 21 who (1) procures or attempts to procure alcoholic liquor from the licensee or (2) possesses or consumes alcoholic liquor on the licensee's premises. Provides that the court shall award the licensee damages in the amount of $1,000 plus the costs of the action, including reasonable attorney fees. Provides that a licensee may bring a civil action against the person under the age of 21 regardless of whether that person has been convicted of, or received a citation for, engaging in that conduct, but the licensee has the burden of proving, by a preponderance of the evidence, that the person engaged in that conduct. Authorizes the licensee to bring the action against the parent or guardian of a person under the age of 18 who is not an emancipated minor. Requires a licensee to provide notice of the licensee's intent to bring the civil action to the person under the age of 21 or the person's parent or guardian, if applicable. Amends the Video Gaming Act. Provides that a licensee may bring a civil action against a person under the age of 21 who uses or plays or attempts to use or play a video gaming terminal on the licensee's premises. Contains similar provisions concerning damages, the burden of proof, civil actions against a parent of a person under the age of 18, and notice.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Pharmacy Practice Act. Provides that a pharmacist may substitute a prescription biological product for a prescribed biological product only if specified criteria are met. Requires that, within a reasonable time following the dispensing of a biological product, the dispensing pharmacist or the pharmacist's designee shall communicate to the prescriber the specific product provided to the patient, including the name of the product and the manufacturer. Requires the pharmacy to retain a record of the biological product dispensed for a period of 5 years. Requires the State Board of Pharmacy to maintain a link on the Department's Internet web site to the current list of all biological products determined by the United States Food and Drug Administration to be interchangeable with a specific biological product. Effective immediately.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning eavesdropping.
Amends the Illinois Vehicle Code. Provides that no rail carrier shall operate a train or light engine used in connection with the movement of freight unless it has an operating crew consisting of at least 2 individuals. Provides that the minimum freight train crew size shall remain in effect until a federal law or rule encompassing the subject matter has been adopted. Grants the Illinois Commerce Commission the power to conduct evidentiary hearings, make findings, and issue and enforce orders, including sanctions, with respect to freight train crew member size. Provides that the term "train or light engine" does not include trains operated by a hostler service or utility employees.
Creates the Specialty Vehicles Act. Contains only a short title provision.
Creates the Violent Gun Offender Sentencing Act. Contains only short title and purpose provisions.
