VEH CD-SALVAGE TITLE

Amends the Illinois Vehicle Code. Provides that if the cost of repairing the damage to a vehicle, including labor, would be greater than 70% (rather than 50%) of its fair market value without that damage, the vehicle shall be considered salvage.

IEMA-POLICE POWERS

Amends the Illinois Emergency Management Agency Act. Authorizes the board of commissioners in a county having a population of more than 500,000 people to establish police powers within its Office or Department of Homeland Security and Emergency Management and to define and prescribe certain employees hired in that Office or Department with peace officers' duties and compensation. Establishes certain training and other requirements that a person must fulfill before he or she is appointed with police powers. Provides that a person with police powers shall have the power to investigate and mitigate threats of manmade disasters, protect the county's critical infrastructure, have access to law enforcement databases, protect the county's emergency assets and personnel that get deployed upon the request of local law enforcement agencies in emergency circumstances, protect county elected officials as requested, and observe and enforce local, county, and State ordinances and laws.

PUB UTIL-SUPPLIER DIVERSITY

Amends the Public Utilities Act. Requires all local exchange telecommunications carriers with at least 35,000 subscriber access lines and a person or entity providing cable or video service to submit an annual report concerning procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises. Effective immediately.

PENALTIES-BURG DRUGS&VEH

Amends the Illinois Vehicle Code. Changes the penalty for motor vehicle theft and conversion from a Class 2 to a Class 3 felony. Amends the Criminal Code of 2012. Changes the penalty for burglary to a watercraft, aircraft, motor vehicle, railroad car, or any part thereof from a Class 2 to a Class 3 felony. Amends the Cannabis Control Act. Changes the offense of delivery of cannabis on school grounds. Provides that the enhanced penalties for this offense apply to delivery within 500 feet (rather than 1,000 feet) of the real property comprising a school and at the time of the violation: (1) persons under the age of 18 are present, (2) the offense is committed during school hours, or (3) the offense is committed at a time when persons under the age of 18 are reasonably expected to be present in the school, in the conveyance, or on the real property, such as when after school activities are occurring. Amends the Illinois Controlled Substances Act, Eliminates the greater than 6 year minimum enhanced Class X felony violations for the knowing manufacture or delivery, or possession with intent to manufacture or deliver, a controlled substance, other than methamphetamine, a counterfeit substance, or a controlled substance analog. Makes changes to the statute concerning delivering controlled substances in schools and parks. Amends the Unified Code of Corrections. Permits Class X offenders of the Cannabis Control Act and Illinois Controlled Substances Act to be eligible to participate in the impact incarceration program.

INS CD-PHARM BENEFITS MANAGER

Amends the Illinois Insurance Code. Provides a process to register with the Department of Insurance as a pharmacy benefits manager and what information must be included. Provides that the Director of Insurance may revoke, suspend, deny, or restrict a certificate of registration for violation of the Code or on other grounds as determined necessary or appropriate by the Director. Provides that the Department shall regulate the drug pricing process used by pharmacy benefits managers, and specifies the appeals process for such pricing. Provides that pharmacy benefits managers shall not mandate that a covered individual use a specific pharmacy or provide incentives to encourage the use of a specific pharmacy under specified circumstances. Provides criteria for entities to use in performing on-site audits of pharmacy records. Provides that health plans must permit their enrollees to receive benefits, which may include a 90-day supply of covered prescription drugs, at any of its network community pharmacies. Contains provisions concerning medication synchronization. Provides that dispensing fees shall be determined exclusively on the total number of prescriptions dispensed. Regulates how pharmacy benefits managers may utilize personally identifiable data. Provides that the Department can regulate other specified activities of pharmacy benefits managers. Makes other changes. Effective January 1, 2017.

PROP TX-DISABLED VETERANS

Amends the Property Tax Code. Provides that, for taxable year 2015 and each taxable year thereafter, the disabled veterans standard homestead exemption is $6,000 for veterans with a service-connected disability of at least 70% and $3,000 for veterans with a service-connected disability of at least 50% but less than 70%. Provides that the residence must be occupied as a qualified residence by a disabled veteran who has an ownership interest in the property (currently, the residence must be used as the veteran's primary residence). Provides that, if the disabled veteran resides with a family member but does not have an ownership interest in the property, the property is still entitled to the exemption, subject to certain conditions. Effective immediately.
