Amends the Illinois Vehicle Code. Provides that disability license plates and parking decals and devices are not transferable from person to person. Provides that it is a violation of Code to park in a space reserved for persons with disabilities if the authorized holder of a disability license plate or parking decal or device does not enter or exit the vehicle at the time the special parking privileges are being used. Provides that a person who violates the provision a second time shall be fined $750 and may have his or her driving privileges revoked or suspended for a period of time to be determined by the Secretary of State. Provides that a person who violates the provision a third or subsequent time shall be fined $1,000 and may have his or her driving privileges, and the disability license plates or parking decal or device, revoked or suspended. Provides that 50% of the fine collected shall be distributed to the law enforcement agency or agencies that issued the citation or made the arrest. Provides that, if an officer of the Secretary of State Department of Police made the arrest, 50% of the fine shall be deposited into the Secretary of State Police Services Fund.

Amends the Illinois Vehicle Code and the Juvenile Court Act of 1987. Provides that if a person is adjudicated under the Juvenile Court Act of 1987 on the basis of an offense determined to have been committed in furtherance of gang activity, the court shall provide that the person shall be denied driving privileges. Provides that if the person has never held a driver's license or permit, he or she shall not be issued one until reaching the age of 18. Provides that if he or she already holds a driver's license or permit, the license or permit shall be revoked at least until he or she reaches the age of 21. Makes corresponding changes.
Amends the Fire Sprinkler Contractor Licensing Act. Provides that all inspections and testing of existing fire sprinkler systems and control equipment must be performed by a licensee under the Act or an individual employed by a licensee. Sets forth qualifications for individuals performing the inspection and testing duties. Exempts individuals performing inspection or testing of fire sprinkler systems on behalf of a municipality, county, or fire protection district from the requirement. Effective immediately.
Amends the Illinois Public Aid Code. Provides for Medicaid eligibility for persons who (i) are age 60 or older, (ii) have an ongoing need for medical services for the monitoring or treatment of a chronic condition, without which institutionalization would be necessary, and (iii) have income and resources that are equal to or less than the monthly maintenance allowance and resource allowance amounts for a community spouse as set forth in the Social Security Act. Effective immediately.
Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that in determining income eligibility for child care benefits, the Department of Human Services shall specify an income threshold of no less than 55% (instead of 50%) of the then-current State median income for each family size. Provides that a co-payment for child care services may not exceed 7% of a family's income.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the Illinois Vehicle Code. Prohibits clear (as well as tinted) plastic license plate covers.
Creates the Employee Classification Act. Provides that an individual performing services for a contractor is deemed to be an employee of the employer. Provides that an individual performing services for a contractor is deemed to be an employee of the contractor unless it is shown that: (1) the individual has been and will continue to be free from control or direction over the performance of the service for the contractor, both under the individual's contract of service and in fact; (2) the service performed by the individual is outside the usual course of services performed by the contractor; and (3) the individual is engaged in an independently established trade, occupation, profession or business; or (4) the individual is deemed a legitimate sole proprietor or partnership. Provides that subcontractors or lower tiered contractors are subject to all provisions of the Act. Provides that he Department of Labor shall post a summary of the requirements of this Act in English, Spanish, and Polish on its official web site and on bulletin boards in each of its offices. Provides that it is a violation of the Act for an employer or entity not to designate an individual as an employee under the Act unless the employer or entity satisfies the provisions of the Act. Provides for civil remedies and civil penalties. Amends various Acts to make conforming changes. Effective January 1, 2008.
