Sen. Antonio Muñoz

Urges the Government of Turkey to uphold and safeguard religious and human rights without compromise, cease its discrimination of the Ecumenical Patriarchate, grant the Ecumenical Patriarchate appropriate international recognition, ecclesiastic succession, the right to train clergy of all nationalities, and to respect the property rights and human rights of the Ecumenical Patriarchate.

Amends the Illinois Vehicle Code. Makes a technical change to a Section concerning persons who may not be licensed as drivers.

Amends the Illinois Highway Code. Provides that each property owner that has been given consent under a provision of the Illinois Highway Code to locate, place or construct upon, under or along any highway, any ditch, drain, track, rail, pole, wire, pipe line, or other equipment shall identify, upon request of the State or county, the vertical depth and horizontal alignment of such ditch, drain, track, rail, pole, wire, pipe line, or other equipment. Provides that if the owner fails to comply with this provision, the State or county highway authority having jurisdiction shall contract for services to locate the depth and alignment and bill the owner thereof for the total cost of the services, in addition to any claims paid to contractors for damages, including project overhead, down-time, and remobilization of labor and equipment costs in accordance with compensation provided for in the Illinois Department of Transportation Standard Specifications for Road and Bridge Construction manual. Effective immediately.

Amends the Identity Protection Act. Makes a technical change in the short title Section.

Amends the Chicago Police Article of the Illinois Pension Code. Increases the child's disability benefit for duty disability from $100 to $300. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Illinois Vehicle Code. Provides that beginning January 1, 2011, and annually each January 1 thereafter, the maximum amount that may be recovered by a person who rents a motor vehicle to another due to the theft of the rental motor vehicle shall be increased by $500 above the maximum recovery allowed immediately prior to January 1 of that year. Effective January 1, 2011.

Amends the Criminal Code of 1961. Provides that 90 days after the effective date of this amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a semi-automatic assault weapon, an assault weapon attachment, any .50 caliber rifle, or .50 caliber cartridge. Provides that beginning 90 days after the effective date of this amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a large capacity ammunition feeding device. Provides that these provisions do not apply to a person who possessed a prohibited weapon, device, or attachment before the effective date of this amendatory Act if the person has provided proof of ownership to the Department of State Police within 90 days after the effective date of this amendatory Act. Provides that on or after the effective date of this amendatory Act, such person may transfer such device only to an heir, an individual residing in another state maintaining that device in another state, or a dealer licensed as a federal firearms dealer. Specifies penalties for violations. Provides exemptions. Provides that the provisions of the Act are severable. Effective immediately.

Amends the Illinois Vehicle Code. Provides that an ordinance that provides for the administrative adjudication of automated traffic law enforcement system violations shall require that all determinations by a technician employed or contracted by the municipality or county that a motor vehicle committed a violation must be reviewed and approved by a law enforcement officer or by an additional technician not employed by the contractor who employs the technician who made the initial determination. Requires a municipality or county issuing an automated traffic law enforcement system violation to provide a website address to an alleged violator on the notice of violation. Provides that a municipality or county that has one or more intersections equipped with an automated traffic law enforcement system must provide notice to drivers by posting signs in dedicated right turn lanes indicating that a complete stop is required prior to making a right turn on red and posting the locations of the systems within the municipality or county on the municipality or county website. Provides that an intersection equipped with an automated traffic law enforcement system must have a yellow change interval that conforms with the Manual on Uniform Traffic Control Devices published by the U.S. Department of Transportation. Provides that a municipality or county operating an automated traffic law enforcement system must provide for and administer a program for the payment of an automated traffic law enforcement system violation in monthly installment payments.

Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.

Amends the Pharmacy Practice Act. Makes a technical change in a Section concerning licensure without examination.
