Nominates Brent E. Adams to be Secretary of the Illinois Department of Financial and Professional Regulation.

Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, and Voluntary Health Services Plans Act. Provides that accident and health insurance policies that provide coverage for prescription drugs or cancer chemotherapy treatment must provide coverage for prescribed orally-administered cancer medication used to kill or slow the growth of cancerous cells. Provides that an insurer shall ensure that the financial requirements and treatment limitations for orally-administered cancer medication coverage are no more restrictive than the requirements and limitations applied to intravenously administered cancer medications. Provides that accident and health insurance policies shall provide coverage to a qualified individual for participation in a qualified clinical cancer trial. Provides that an insurer shall not deny, limit, or impose additional conditions on the coverage of routine patient costs. Provides that the payment rate shall be at the agreed rate for covered items and services provided by a participating provider and at the usual and customary rate for covered items and services provided by a nonparticipating provider. Makes other changes. Contains a nonacceleration clause. Effective immediately.

Amends the New Vehicle Buyer Protection Act. Changes the definition of "express warranty" to provide that the term means (i) any written affirmation of fact or written promise made in connection with the sale of a new vehicle by a seller to a consumer that relates to the nature of the material or workmanship and affirms or promises that the material or workmanship is defect-free or will meet a specified level of performance over a specified period of time or (ii) any undertaking in writing in connection with the sale by a seller of a new vehicle to refund, repair, replace, or take other remedial action with respect to the new vehicle in the event that the vehicle fails to meet the specifications set forth in the undertaking, if the written affirmation, promise, undertaking becomes part of the basis of the bargain between the seller and the consumer for purposes other than resale of the vehicle (instead of providing that the term has the same meaning as in the Uniform Commercial Code). Provides that if a consumer finally prevails in an action brought under the Act, the court may allow the consumer to recover as part of the judgment a sum equal to the aggregate amount of costs and expenses (including attorney's fees based on actual time expended) determined by the court to have been reasonably incurred by the consumer for or in connection with the commencement and prosecution of the action, unless the court in its discretion determines that such an award of attorney's fees would be inappropriate. Effective immediately.

Amends the Code of Civil Procedure. In Illinois Mortgage Foreclosure Law provisions prohibiting a mortgagee-in-possession, receiver or holder of a certificate of sale or deed, or purchaser who fails to file a supplemental petition for possession during the pendency of a mortgage foreclosure from filing a forcible entry and detainer action against an occupant of mortgaged real estate until 90 days after a notice of intent to file such action has been properly served upon the occupant, adds language providing that the prohibition also applies to a mortgagee or an assignee of a mortgagee.

Amends the Liquor Control Act of 1934. Provides that a manufacturer, non-resident dealer, distributor, importing distributor, or foreign importer who owns or controls a trademark, brand, or name of an alcoholic liquor may amend or withdraw the registration for the alcoholic liquor, if he or she notifies, at least 30 days prior to the effective date of the amendment or withdrawal, any person to whom the manufacturer, non-resident dealer, distributor, importing distributor, or foreign importer has granted the right to sell the alcoholic liquor at wholesale of the specific trademark, brand, or name and the geographical area or areas for which the person's right is being amended or withdrawn. Upon the written request of all the affected parties, the 30-day notification requirement may be waived by the State Commission. Effective immediately.

Amends the Public Utilities Act. Makes a technical change in a Section concerning definitions.

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that for purposes of determining the amount of child support that should be paid, an additional deduction from "net income" is allowed for military allowances, special pays, and allowance pays that are issued, disbursed, granted, or otherwise paid pursuant to specified federal statutes. Effective immediately.

Amends the Public Safety Employee Benefits Act. Provides that the health insurance benefits provided by the Act apply without regard to whether the employee suffered a catastrophic injury or was killed in the line of duty before, on, or after the effective date of the Act.

Amends the Criminal Code of 1961. Provides that 90 days after the effective date of this amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a semi-automatic assault weapon, an assault weapon attachment, any .50 caliber rifle, or .50 caliber cartridge. Provides that beginning 90 days after the effective date of this amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a large capacity ammunition feeding device. Provides that these provisions do not apply to a person who possessed a prohibited weapon, device, or attachment before the effective date of this amendatory Act if the person has provided proof of ownership to the Department of State Police within 90 days after the effective date of this amendatory Act. Provides that on or after the effective date of this amendatory Act, such person may transfer such device only to an heir, an individual residing in another state maintaining that device in another state, or a dealer licensed as a federal firearms dealer. Specifies penalties for violations. Provides exemptions. Provides that the provisions of the Act are severable. Effective immediately.

Amends the Illinois Gas Pipeline Safety Act. Provides that "transportation of gas" includes the conveyance of gas by pipeline within, on, over, under, or across any highway, as that term is defined in Section 1-126 of the Illinois Vehicle Code. Effective immediately.
