Amends the State Employee and Downstate Teacher Articles of the Illinois Pension Code. Provides an early retirement benefit program for persons who leave active service on or after January 1, 2003 and before July 1, 2004. Effective immediately.

Amends the State Employee Article of the Illinois Pension Code. Makes a technical change in a Section relating to the alternative (State Police) formula.
Amends the Illinois Public Aid Code. In provisions concerning the extension of Medicaid coverage for persons who become ineligible for TANF due to employment earnings, increases the maximum period of extended coverage from 12 months to 24 months. Effective immediately.
Recognizes the Family Service Center of Sangamon County for its dedication and service.
Proclaims the month of April 2003, and each succeeding year, as Backpack Safety Month to educate youth about the risk of spinal injury caused by improper backpack use and design.

Amends the Criminal Code of 1961. Provides that for a first offense of domestic battery, the offender shall be sentenced to a mandatory minimum 48 consecutive hours of imprisonment. Provides that for a second or subsequent conviction of domestic battery, the offender shall be sentenced to a mandatory minimum 72 consecutive hours of imprisonment (now for a second conviction committed within 5 years of a previous conviction, the offender shall be mandatorily sentenced to a minimum 48 consecutive hours of imprisonment). Effective immediately.
Designates April 19th of each year as "Patriots Day" in the State of Illinois.
Amends the School Code in a Section concerning the State aid formula. In a provision concerning supplemental General State aid, changes the definition of "Low Income Concentration Level" to be the low income eligible pupil count as determined by the Department of Human Services based on the number of pupils who are eligible for the Medicaid, KidCare, TANF, or Food Stamps program divided by the average daily attendance of the school district. Changes the amount of the grant to (i) $710 multiplied by the low income eligible pupil count for a school district with a Low Income Concentration Level of 15% or less and (ii) $588.50 added to $2,700 and multiplied by the square of the Low Income Concentration Level, all multiplied by the low income eligible pupil count, for a school district with a Low Income Concentration Level of greater than 15%. Effective immediately.
