VETERANS-CAMP AND HUNT FEES

Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois, the Fish and Aquatic Life Code, and the Wildlife Code to allow members of the United States Armed Forces, the Illinois National Guard, and the Reserves of the United States Armed Forces returning from service abroad to camp and hunt without paying fees if the qualifying person applies for a pass at the Department office in Springfield "after" (rather than "within 2 years of") returning from service abroad. Effective immediately.

PEN CD-DEFERRED COMP-COGFA

Amends the Illinois Pension Code. In provisions concerning the State Employees Deferred Compensation Plan, provides that the Illinois State Board of Investment may not (i) select any life insurance or annuity contract or mutual fund, or any other investment vehicle, as an investment vehicle or (ii) enter into any contract after the effective date of the amendatory Act or make any amendment to a contract entered into on or before the effective date of the amendatory Act, unless it is first reviewed and approved by the Commission on Government Forecasting and Accountability. Effective immediately.

MID-ILL MED DIST ACT-APPROP

Amends the Mid-Illinois Medical District Act. Provides for a continuing appropriation of $300,000 from GRF to the District in each of fiscal years 2008 through 2017. Effective immediately.

MUNI CD-ANNEXATION

Amends the Illinois Municipal Code. Provides that, except for property located in certain counties, if property that is the subject of an annexation agreement is located more than 1.5 miles from the corporate boundaries of the annexing municipality, that property is subject to the ordinances, control, and jurisdiction of the annexing municipality unless the county board retains jurisdiction by the affirmative vote of two-thirds of its members (now, the county board may retain jurisdiction in Boone, DeKalb, Grundy, Kankakee, Kendall, LaSalle, Ogle, or Winnebago County). Effective immediately.

VEH CD-IN GOD WE TRUST PLATES

Amends the Illinois Vehicle Code. Provides for the issuance of In God We Trust license plates. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund.

SEX OFFENDER REG-RETROACTIVE

Amends the Sex Offender Registration Act. Provides that a person is required to register as a sex offender who was not previously required to register before the effective date of this amendatory Act because the sex offense that the person committed occurred before a specified date. Requires that person to register within 5 days after the effective date of this amendatory Act. Provides that if the person is confined, institutionalized, or imprisoned in Illinois on or after the effective date of this amendatory Act, he or she shall register in person with the local law enforcement agency within 5 days of discharge, parole, or release. Provides for the duration of the registration.

INC TX-DEDUCTIONS

Amends the Illinois Income Tax Act. Creates an income tax deduction for an amount equal to the income derived by an individual under the age of 18 from the auction of his or her livestock that is entered in the Illinois State Fair or the DuQuoin State Fair. Exempts the deduction from the Act's sunset provisions. Effective July 1, 2008.
