Amends the Illinois Income Tax Act. Provides that each beneficiary, other than an individual, of a trust or estate shall be allowed a deduction in the taxable year in which the final taxable year of the trust or estate ends. Provides that the deduction shall be treated as a carryover deduction. Contains provisions concerning the number of years in which the beneficiary may carry forward the deduction.

Amends the Retailers' Occupation Tax Act and the Illinois Municipal Code. Provides that, upon resolution of a municipality, the Department shall permit any duly authorized officer of employee of the municipality, or any other person designated by that municipality, to examine all of the records reported to the Department pertaining to the collection of use and occupation taxes for the municipality by the Department. Provides that designated individuals, other than officers and employees of the municipality, must meet certain criteria before they are allowed to examine the records. Effective immediately.
Designates the months of November 2013 and November 2014 as Veterans Appreciation Month in the State of Illinois.
Amends the Consumer Fraud and Deceptive Business Practices Act. Prohibits an offer of a product or service to a consumer for a free trial period if, as a result of accepting the product or service for the free trial period, the consumer is required to contact the merchant to avoid receiving additional products or services and incurring a financial obligation for those additional products or services. Provides that a violation constitutes an unlawful practice within the meaning of the Act.
Amends "An Act concerning real property", Public Act 95-19, approved August 1, 2007. Provides that neither the property sale described in Public Act 95-19 nor the ability of the Department of Transportation to use the proceeds of that sale is a condition precedent to the development of a highway interchange project on Interstate Highway 55 at Weber Road in Will County. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that machinery and equipment incorporated into a green energy project is exempt from the taxes imposed under those Acts.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department to establish a lifelong learning program to allow employees, with the support of their employers, to create educational savings accounts that may be used to fund approved education and training.
Amends the Criminal Code of 2012. Provides that a person who is subject to an order of protection, an emergency order of protection, or an interim 30-day order of protection may not purchase or transport any firearm while the order is in effect. Provides that a person who is the subject of an emergency order of protection may not transport or possess a firearm while in the residence of the alleged victim while the order is in effect. Provides that a violation is a Class A misdemeanor.
Creates the Commission on Taxpayer Oversight and Reduction of State Spending Act. Provides that the Commission shall conduct investigations, review the budget submitted by the Governor in order to make recommendations for reducing expenditures set forth in the budget, review activities of agencies and grant recipients, and consider State and local budgetary reductions by reduction or elimination of mandated expenditures or the consolidation of agencies and instrumentalities to eliminate waste and inefficiency. Sets forth the membership of the Commission. Provides that the Commission shall conduct at least one public hearing and may issue reports. Provides that the Governor shall respond, in writing, within 30 calendar days after the submission of the reports. Provides that the Governor's Office of Management and Budget shall provide administrative and other support to the Commission. Contains other provisions. Effective immediately
