Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.

Amends the Criminal Code of 2012. Makes it a Class 1 felony aggravated battery when, in committing a battery, other than by the discharge of a firearm, a person knowingly causes great bodily harm or permanent disability or disfigurement to a victim whom the person knows to be a State's Attorney or Assistant State's Attorney. Makes it a Class X felony (mandatory 12 to 45 years imprisonment) aggravated battery when, in committing a battery, other than by the discharge of a firearm, a person knowingly causes severe and permanent disability which renders the victim incapable of independently performing basic life-sustaining functions. Makes it a Class 3 felony aggravated battery when, in committing a battery, other than by discharge of a firearm, a person knows the victim battered to be a State's Attorney or Assistant State's Attorney: (1) performing his or her official duties; (2) battered to prevent performance of his or her official duties; or (3) battered in retaliation for performing his or her official duties.

Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that a person who is subject to an existing order of protection, interim order of protection, emergency order of protection, or plenary order of protection issued by this State or any other state, possession, or territory of the United States, or the District of Columbia, which is substantially similar to an order of protection issued in this State, may not lawfully possess a firearm, firearm ammunition, stun gun, or taser.

Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.

Amends the Illinois Controlled Substances Act. Provides that a person who knowingly manufactures or delivers, or possesses with intent to manufacture or deliver less than 15 grams of a substance containing heroin, or an analog thereof, is guilty of a Class X felony (currently, if the amount is 1 gram or more but less than 15 grams of a substance containing heroin, or an analog thereof, the penalty is a Class 1 felony and less than 1 gram is a Class 2 felony).

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to develop and implement an algorithm that is based on quality scores and other operational proficiency criteria developed, defined, and adopted by the Department, by rule, to automatically assign Medicaid enrollees served under the Family Health Plan and the Integrated Care Program and those Medicaid enrollees eligible for medical assistance pursuant to the Patient Protection and Affordable Care Act into managed care entities, including Accountable Care Entities, Care Coordination Entities, Children with Special Needs Care Coordination Entities, Managed Care Community Networks, and Managed Care Organizations. Provides that the algorithm developed and implemented shall favor assignment into managed care entities with the highest quality scores and levels of compliance with the operational proficiency criteria established.

Creates the Commission on Taxpayer Oversight and Reduction of State Spending Act. Provides that the Commission shall conduct investigations, review the budget submitted by the Governor in order to make recommendations for reducing expenditures set forth in the budget, review activities of agencies and grant recipients, and consider State and local budgetary reductions by reduction or elimination of mandated expenditures or the consolidation of agencies and instrumentalities to eliminate waste and inefficiency. Sets forth the membership of the Commission. Provides that the Commission shall conduct at least one public hearing and may issue reports. Provides that the Governor shall respond, in writing, within 30 calendar days after the submission of the reports. Provides that the Governor's Office of Management and Budget shall provide administrative and other support to the Commission. Contains other provisions. Effective immediately

Amends the Department of Financial and Professional Regulation Law of the Civil Administrative Code of Illinois. Requires the Department of Financial and Professional Regulation to establish a service dog license program under which a dog acting as a service dog shall be licensed. Requires the Department to establish rules, and provides requirements for those rules. Effective immediately.

Amends the Election Code. Makes a technical change in a Section concerning the nomination of candidates for the General Assembly.

Amends the State Employee Article of the Illinois Pension Code. Makes technical changes in a Section relating to the alternative (State Police) formula.
