Amends the Illinois Pension Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Voluntary Health Services Plans Act, the Illinois Public Aid Code, the Crime Victims Compensation Act, the Illinois Marriage and Dissolution of Marriage Act, the Emancipation of Minors Act, the Adoption Act, the Religious Freedom and Marriage Fairness Act, the Probate Act of 1975, and the Line of Duty Compensation Act. Replaces references to children born out of wedlock with references to nonmarital children and a reference to children born in wedlock with a reference to marital children. Prohibits the use of the word "nonmarital" in an adoption proceeding. Adds the word "marital" to a list of terms that refer to or denote the spousal relationship.

Amends the Illinois Banking Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2016 or as soon thereafter as is practical, to offer a special instant scratch-off game with the title of "The End of Alzheimer's Begins With Me". Requires the net revenue from that game to be deposited into the Alzheimer's Awareness Fund. Authorizes the Department to adopt rules necessary to implement and administer the game. Effective immediately.
Amends the Community Self-Revitalization Act. Makes a technical change in a Section concerning the short title.
Amends the Wildlife Code. Makes a technical change in a Section concerning administration and definitions.
Amends the Illinois Municipal Code. Extends the timeframe which the State Department of Revenue is required to adjust the disbursement of funds from the Municipal Retailers' Occupation Tax Fund to a municipality to offset any misallocation of funds in the previous disbursements in the previous 14 months (currently 6 months). Effective immediately.
Amends the Illinois Highway Code. Makes a technical change in a Section concerning the short title.
Amends the Public Building Commission Act. Makes a technical change to a Section concerning the short title.
