Amends the Income Tax Act to create the World War II Illinois Veterans Memorial Fund checkoff. Provides that the Department of Revenue shall print on its standard individual income tax form a provision indicating that if the taxpayer wishes to contribute to the World War II Illinois Veterans Memorial Fund he or she may do so by stating the amount of the contribution on the return and that the contribution will reduce the taxpayer's refund or increase the amount of payment to accompany the return. Amends the Department of Veterans Affairs Act. Provides that the Department shall make grants from the World War II Illinois Veterans Memorial Fund for the construction of a World War II Illinois Veterans Memorial in Springfield, Illinois. Amends the State Finance Act to create the World War II Illinois Veterans Memorial Fund. Effective immediately.

Amends the Property Tax Code. Provides that all property belonging to any water co-operative organized or existing under the Co-operative Act is exempt from taxation under the Property Tax Code.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Beginning on January 1, 2005, exempts from the taxes imposed by these Acts tangible personal property purchased by a not-for-profit corporation organized under the General Not For Profit Corporation Act of 1986 for the purpose of ownership and operation of water supply facilities for drinking and general domestic use on a mutual or cooperative basis. Provides that the exemptions are not subject to the sunset provisions of the Acts. Effective immediately.
Creates the Nurse Licensure Compact Act. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Creates the Advanced Practice Registered Nurse Compact Act. Provides for recognition of the licensure/authority to practice of an advanced practice registered nurse among states. Provides guidelines concerning application, adverse actions, authority of licensing boards, compact administration, and immunity. Provides that the Director of Professional Regulation shall serve as the compact administrator for this State and provides for the termination of Illinois' participation in the compact under specified circumstances. Amends the Nursing and Advanced Practice Nursing Act to make changes relating to the purposes of the Nurse Licensure Compact. Effective immediately.
Amends the Downstate Teachers Article of the Illinois Pension Code. Extends the deadline for application for early retirement without discount from June 30, 2005 to June 30, 2010; also reduces the required contribution for some members. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Appropriates $1,000,000 from the General Revenue Fund to the Department of Human Services for a grant to the Illinois Assistive Technology Project for the establishment and operation of a comprehensive statewide program that loans assistive technology devices to individuals with disabilities residing in this State. Effective July 1, 2004.
Amends the General Not For Profit Corporation Act of 1986. Requires the annexation to the articles of incorporation for the incorporation of an entity designed to work with or for the benefit of youths of 2 sets of fingerprints for each director of that corporation. Requires every set of those fingerprints to be promptly submitted to the Department of State Police. Requires the Department to use the first set to conduct a search of its State criminal records to determine whether that individual has been convicted of a Class 4 felony in this State; and to forward the second set to the Federal Bureau of Investigation to conduct a nationwide search of criminal records on that individual, to determine whether he or she has been convicted of a criminal offense in any state or federal jurisdiction that, if the individual had been convicted in Illinois, would have constituted a Class 4 felony in this State. Requires the Department to promptly transmit the results of these statewide and nationwide searches to the Secretary of State. Requires each director to sign a release authorizing the Secretary of State to submit his or her fingerprints to the Department of State Police and to receive the results of the criminal records searches, and to pay in advance a fee reasonably related to the cost of those searches. Authorizes the Secretary of State and the Director of State Police to adopt all rules necessary or convenient to implement these provisions.
Amends the State Finance Act. Decreases the total amount of Road Fund appropriations to the Secretary of State for Fiscal Years 2006 through 2008. Beginning with fiscal year 2005, prohibits Road Fund moneys from being appropriated to the Department of Central Management Services, the Department of Employment Security, the Department of Revenue, the Court of Claims, or any other State agency (other than the Department of State Police and the Department of Transportation and, until fiscal year 2008, the Secretary of State) for the purposes of the provisions concerning appropriations from the Road Fund. Provides that beginning with fiscal year 2008, no Road Fund moneys may be appropriated to the Secretary of State. Provides that appropriations to those entities for those purposes shall be made from the General Revenue Fund. Provides that the Department of State Police may continue to receive appropriations from the Road Fund for the highway patrol budget only. Effective on July 1, 2004.
Amends the Cemetery Protection Act. Provides that a cemetery lot or a mausoleum crypt (instead of just a cemetery lot) may be presumed abandoned if the listed circumstances exist. Effective immediately.
Requests that the members of the United States Congress work for consensus on the Armed Forces Tax Fairness Act of 2003.
