Amends the State Finance Act. Decreases the total amount of Road Fund appropriations to the Secretary of State for Fiscal Years 2006 through 2008. Beginning with fiscal year 2005, prohibits Road Fund moneys from being appropriated to the Department of Central Management Services, the Department of Employment Security, the Department of Revenue, the Court of Claims, or any other State agency (other than the Department of State Police and the Department of Transportation and, until fiscal year 2008, the Secretary of State) for the purposes of the provisions concerning appropriations from the Road Fund. Provides that beginning with fiscal year 2008, no Road Fund moneys may be appropriated to the Secretary of State. Provides that appropriations to those entities for those purposes shall be made from the General Revenue Fund. Provides that the Department of State Police may continue to receive appropriations from the Road Fund for the highway patrol budget only. In provisions authorizing transfers to the General Revenue Fund from funds held by the State Treasurer to help defray the State's operating costs, provides that no transfers may be made under these provisions from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act of the 93rd General Assembly. Effective immediately.

Amends the Illinois Governmental Ethics Act. Makes technical changes in a Section concerning the short title.
Appropriates $500,000 from the General Revenue Fund to the Department of Human Services for a grant to the Illinois Assistive Technology Project. Effective July 1, 2004.
Amends the School Code. In provisions concerning the Alternative Teacher Certification Program and the Alternative Route to Teacher Certification Program, provides that if a person holds a substitute certificate, the number of hours that he or she has taught as a substitute teacher shall be counted towards the number of hours of practice teaching required in the first phase of either program. Effective immediately.
Amends the Higher Education Student Assistance Act. Under the ITEACH Teacher Shortage Scholarship Program, provides that the annual maximum amount of $5,000 per scholarship shall be increased to $10,000 if the recipient agrees to teach mathematics, science, special education, or transitional bilingual education. Effective July 1, 2003.
Amends the Illinois Vehicle Code. Changes certain provisions placing limitations on local access on certain State, county, and municipal highways by vehicles not exceeding specified width, length, and load limitations. Deletes the language of certain other provisions regarding limitations on local access by those vehicles. Effective January 1, 2004.
Extends the date that the Task Force on One-to-One Mentoring must file the report required by House Resolution 704 of the 93rd General Assembly from January 1, 2005 to July 1, 2005. Provides that the Speaker and the Minority leader shall each designate one of the members he has appointed to the Task Force on One-to-One Mentoring, as required by House Resolution 704 of the 93rd General Assembly, as co-chairs of the Task Force and that the meetings of the Task Force shall be convened at the call of either co-chair.
Amends the School Code. Creates the Small Schools Task Force to study the effectiveness of schools with a population of under 400 students. Effective immediately.
Creates the Farm Products Economic Development Act. Provides that the Director of Agriculture shall make cash payments to Illinois grain processors that use corn to make ethyl alcohol and other products. Sets the amount of payment at 30 cents per bushel for each bushel used in a grain-processing center that began production after January 1, 2003. Provides that payments may be made only during the first 5 years of operation. Establishes a claims procedure and requires audits of the claims made. Requires the Department of Agriculture to promulgate emergency and permanent rules to implement the Act. Provides that the Act is repealed on January 1, 2012, at which time the remaining unobligated balance shall revert to the General Revenue Fund. Makes other provisions. Effective immediately.
