Amends the State Finance Act. Makes technical changes in a Section concerning the short title.

CRIM CD & CD CORR-SEX OFFENSES

Amends the Criminal Code of 1961 and the Unified Code of Corrections. Eliminates the distinction between family members and non-family members who commit the offenses of criminal sexual assault or aggravated criminal sexual abuse. Provides that the penalties for these offenses shall be the same if the offender held a position of trust, authority, or supervision in relation to the victim.

MEDICAID-LIMIT RX DRUGS

Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.

CRIM CD-RECKLESS CONDUCT

Amends the Criminal Code of 1961. Provides that a person also commits the offense of reckless conduct when the person causes great bodily harm or permanent disability or disfigurement by any means, if he or she performs recklessly the acts that cause the harm, whether they are lawful or unlawful. Provides that a violation is a Class 4 felony.

DAYLIGHT SAVINGS TIME EXTEND

Urges the Department of Commerce and Economic Opportunity to complete a study of the effects of extending Daylight Savings Time to the months when Illinois normally would observe Central Standard Time and to report its findings to the General Assembly on or before June 1, 2006.
