CLINICAL LAB SCIENCE PRACT

Creates the Clinical Laboratory Science Practice Act. Provides for the regulation of clinical laboratory practitioners, medical technologists, and medical laboratory technicians through licensure by the Department of Professional Regulation. Preempts home rule. Effective immediately.

CRIMINAL CODE-PUBLIC EMPLOYEES

Amends the Criminal Code of 1961. Extends the statute of limitation for misconduct in the office by a public officer or employee to 6 years (instead of 3 years). Adds a public employee to the exclusion from the statute of limitation for theft of public funds.

PROP TAX-SR CIT ASSESS FREEZE

Amends the Senior Citizens Assessment Freeze Homestead Exemption provisions in the Property Tax Code. Provides that each county may opt to increase the annual income eligibility limits beginning with taxable year 2004. Provides that to increase the income eligibility limit for taxable year 2004 and thereafter, the corporate authorities of the county must adopt an ordinance or resolution, as appropriate, approving the increased income eligibility limits for the senior citizens assessment freeze homestead exemption program in that county. Effective immediately.

UTILITY ZONING COMPLIANCE

Amends the Public Utilities Act. Provides that the construction and operation of any facility by a public utility is subject to regulations of units of local government to the extent the facility is not under the jurisdiction of the Illinois Commerce Commission. Effective immediately.

MUNI CD-MONEY TO SCHOOLS

Amends the Illinois Municipal Code. Provides that, notwithstanding any provision of the Tax Increment Allocation Redevelopment Act to the contrary, when a school district passes an ordinance to increase property taxes, the revenue generated by the percentage rate increase, even in a redevelopment project area, must be paid to the school district. Effective immediately.

PROFESSNL TCHR STANDARDS BOARD

Amends the School Code. Creates the Professional Teacher Standards Board consisting of 11 members appointed by the Governor to administer the Article of the School Code governing the certification of teachers and other certificated school personnel and the approval of teacher and administrator preparation programs. Gives the Professional Teacher Standards Board all powers and duties currently exercised by the State Board of Education and the State Teacher Certification Board with respect to administration of the certification and program approval process, and abolishes the State Teacher Certification Board. Authorizes the Professional Teacher Standards Board to employ an Executive Director and such other staff members as are necessary to exercise its powers and duties and carry out its functions. Provides that a Standard Certificate may be renewed based on proof of professional development (instead of on proof of continuing education or professional development). Makes other changes. Effective July 1, 2003.
