MOTOR FUEL STANDARDS-BIODIESEL

Amends the Motor Fuel and Petroleum Standards Act. Removes language requiring a label to be placed on the retail motor fuel dispensing device for motor fuel containing at least 2% by volume of the methanol derivative methyl tertiary butyl ether (MTBE). Requires that biodiesel and biodiesel blends be identified by the capital letter "B" followed by the numerical value representing the volume percentage of biodiesel fuel. Provides requirements for a label that must be located on the retail motor fuel dispensing device concerning biodiesel and biodiesel blend fuels. Provides that devices used to dispense only motor fuels that contain a total of less than 5% by volume of biodiesel need not be labeled. Effective immediately.

INC TX-NATIONAL GUARD-DEDUCT

Amends the Illinois Income Tax Act. Provides that an individual may take an income tax deduction for compensation paid for service in the National Guard of any state (now, only the Illinois National Guard). Effective immediately.

METH PRECURSOR ACT-FAKE IDS

Amends the Methamphetamine Precursor Control Act. Provides that any person who, in order to acquire a targeted methamphetamine precursor, knowingly uses or provides the driver's license or government-issued identification of another person, who knowingly uses or provides a fictitious or unlawfully altered driver's license or government-issued identification, or who otherwise knowingly provides false information, is guilty of a Class 4 felony for a first offense, a Class 3 felony for a second offense, and a Class 2 felony for a third or subsequent offense. Defines "fictitious driver's license", "unlawfully altered driver's license", and "false information".

MUNI CD-ANNEXATION

Amends the Illinois Municipal Code. Provides that the Township Supervisor and the Township Clerk shall be notified when a municipality annexes territory that includes a township highway or other area within the township.

VEH CD-AGRICULTURE PLATES

Amends the Illinois Vehicle Code and the State Finance Act. Creates the Illinois Agriculture in the Classroom Fund in the State treasury. Provides for the issuance of Agriculture in the Classroom license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 renewal in subsequent years. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Agriculture in the Classroom Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Agriculture in the Classroom Fund shall be paid as grants to the Illinois Agricultural Association Foundation to support Agriculture in the Classroom programming for schools. Effective immediately.

SALE OF ISAC LOANS PROHIBITED

Amends the Governor's Office of Management and Budget Act and the Higher Education Student Assistance Act. Provides that the Illinois Student Assistance Commission may not sell its loans or the attendant loan origination and servicing rights nor may any other State agency, including the Governor's Office of Management and Budget, or a State official sell the loans or the attendant loan origination and servicing rights. Provides that all student loans of the Commission and the attendant loan origination and servicing rights are inalienable and must remain as assets of the Commission. Effective immediately.
