Amends the Illinois Income Tax Act. Creates a deduction for amounts paid to a taxpayer by his or her employer for the purpose of (i) fully or partially compensating the taxpayer for damage to the taxpayer's principal place of residence caused by a disaster, or (ii) enabling the taxpayer to secure housing after a disaster. Provides that the deduction may not exceed $20,000. Effective immediately.

Amends the Service Member's Employment Tenure Act. Provides that the Attorney General shall establish and maintain a statewide toll-free hotline to provide information and referrals to employees or other individuals concerning their rights under the Act; the hotline shall include the capability of accepting complaints of an employer's violation of the Act. Provides that the Attorney General shall establish and maintain a statewide list of employers who have been convicted of violating the Act; the Attorney General shall make the information in the list available to the public on its official web site and by any other means the Attorney General deems appropriate. Effective immediately.
Amends the Wildlife Code. Provides that it shall be unlawful for any person to take deer except during the open season of not more than 21 days (instead of 14 days) which will be set annually by the Director between the dates of November 1st and December 31st, both inclusive, or a special 2-day, youth-only season between the dates of September 1 and October 31.
Amends the Board of Higher Education Act. Requires the Board to establish an audit committee to examine any plan by a public university to increase tuition from the previous academic year by more than 10%. Provides that the committee shall consist of no less than 3 members, designated by the Chairperson of the Board, to assist in the oversight of the financial reporting and audit processes of those universities whose rate of tuition is being increased from the previous academic year by more than 10%. Provides that the committee shall assist the Board in retaining an auditor through the Office of the Auditor General to conduct audits. Sets forth additional duties of the committee. Effective immediately.
Amends the Illinois Vehicle Code. Provides that it shall not be unlawful for any person to drive or operate certain non-highway vehicles on a county roadway or township roadway for the purpose of conducting farming operations to and from the home, farm, farm buildings, and any adjacent or nearby farm land. Provides that the mechanical equipment and mandatory insurance requirements that generally apply to non-highway vehicles when operated on a roadway do not apply to certain non-highway vehicles used for farming operations on a roadway. Provides that certain non-highway vehicles used for farming operations may not cross a tollroad, interstate highway, or controlled access highway but may cross a State highway, municipal street, county highway, or road district highway if specified conditions are followed by the operator. Effective immediately.
Amends the Illinois Vehicle Code. Provides that no property owner shall allow any unreasonable obstruction of a designated aisle or parking place specifically reserved for persons with disabilities after 24 hours following the conclusion of an adverse weather event. Provides that no property owner shall allow the accumulation of debris or large objects, such as trash containers, to unreasonably obstruct any designated aisle or parking place specifically reserved for persons with disabilities without providing suitable and equivalent alternative parking spaces on-site. Provides that a person who violates these provisions shall be guilty of a petty offense and pay fine of not more than $250. Effective January 1, 2011.
