Amends the Illinois Vehicle Code. Allows the use of red or white oscillating, rotating, or flashing lights or blue oscillating, rotating, or flashing lights on vehicles owned or operated by volunteer firefighters and volunteer EMS providers, but only when responding to an emergency call or parked or stationary while engaged in motor vehicle assistance or at the scene of the emergency. Allows a vehicle operated by a volunteer firefighter or volunteer EMS provider to be equipped with a siren, whistle, or bell, to be used only when responding to an emergency call.

Amends the Ticket Sale and Resale Act. Provides that a ticket seller or ticket reseller shall display the full price of a ticket, including all assessed fees, to a consumer when the price of a ticket is first shown to the consumer and shall not increase that price during the transaction with the consumer. Provides that a ticket reseller shall not sell or offer to sell a ticket that the ticket reseller does not possess or have a contract to purchase. Provides that the Attorney General shall set up a complaint system for consumers to report violations. Defines terms.

Amends the Budget Stabilization Act. Provides additional scheduled transfers to the Pension Stabilization Fund, sets termination conditions, and clarifies allocation and applicability of payments. Amends the School Code. Establishes a property tax relief grant program for school districts beginning in Fiscal Year 2030, funded from the Education Property Tax Relief Fund. Makes conforming changes in the State Finance Act.

Amends the Illinois Income Tax Act. Creates an income tax deduction for gratuities that are included in the taxpayer's federal adjusted gross income. Effective immediately.

Recognizes the current impact and potential for future growth of the off-highway vehicle tourism industry in State of Illinois. Encourages all stakeholders and state agencies to continue fostering the growth of the off-highway vehicle tourism industry by working together to develop new opportunities for the enjoyment of off-highway vehicles in Illinois.

Amends the Open Space Lands Acquisition and Development Act. Provides that a distressed location project that is located within a distressed community shall be eligible for assistance of up to 100% for the acquisition of open space lands and for capital development and improvement proposals that are in conformity with the purposes of the Act. Specifies that a project that is located within a distressed community, regardless of whether the project is located within a distressed location, is eligible for assistance up to 90% for the acquisition of open space lands and for capital development and improvement proposals that are in conformity with the purposes of the Act. Provides that a distressed location project that is not located in a distressed community shall be eligible for assistance of up to 75% for the acquisition of open space lands and for capital development and improvement proposals that are in conformity with the purposes of the Act. Directs the Department of Natural Resources to prioritize the making of grants under the Act for projects that are located in distressed locations and distressed communities. Sets limits on the appropriated amounts that may be used for grants to distressed communities and distressed locations. Repeals a provision that required the Department of Natural Resources to prepare a Distressed Local Government Report. Repeals provisions that define terms. Adds other definitions. Amends the Illinois Administrative Procedure Act. Grants emergency rulemaking powers to the Department of Natural Resources.

Amends the Downstate Police, Downstate Firefighter, Chicago Police, Chicago Firefighter, Chicago Municipal, Cook County, Cook County Forest Preserve, Chicago Laborers, and Chicago Park District Articles of the Illinois Pension Code. Establishes an accelerated pension benefit payment in lieu of any pension benefit under which an eligible person may elect to receive an amount determined by the Fund to be equal to 60% of the present value of his or her pension benefits in lieu of receiving any pension benefit. Establishes an accelerated pension benefit payment for a reduction in annual retirement annuity and survivor's annuity increases, as applicable, under which a Tier 1 member may elect to receive an accelerated pension benefit payment equal to 70% of the difference of the present value of the automatic annual increases to a Tier 1 member's retirement annuity and survivor's annuity using the formula applicable to the Tier 1 member and the present value of the automatic annual increases to the Tier 1 member's retirement annuity using a specified formula and survivor's annuity using a specified formula. Amends the Counties Code and the Illinois Municipal Code. Requires municipalities and counties with more than 3,000,000 inhabitants to establish an accelerated pension benefit program to implement the accelerated pension benefit payments. Provides that the county or municipality shall remit to the pension funds a contribution, which may be a contribution of zero dollars, that shall constitute the total funding for accelerated pension benefit payments for that fiscal year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Expresses gratitude to Larry Gies and to Beth Gies for their acts of profound generosity to the University of Illinois System. Expresses continuing and undiminished gratitude to those who have fallen in service to the United States of America, this gratitude being symbolized by the recognition of those from the University of Illinois who served and died in World War I and subsequent conflicts. Expresses the belief that on October 28, 1924, the University of Illinois made a solemn pledge at the dedication ceremony of Memorial Stadium to those whose names are inscribed on its columns, a pledge that should not be altered for the sake of obtaining funding from alumni or any other entity. Calls upon the University of Illinois Board of Trustees, the Department of Intercollegiate Athletics, and Larry and Beth Gies to agree that an alternate means of acknowledging their gift is appropriate. Urges that the name of the structure standing between First and Fourth Streets on the campus of the University of Illinois be permanently restored to "Memorial Stadium".
